Millions in Federal Community Funds Available

More than $11 million in federal community development and affordable housing funds are available.
The County Department of Housing and Community Development (HCD) will host 10 meetings throughout the county in September to explain how to apply.
HCD administers the funds for the county’s unincorporated communities as well as the incorporated cities of Carlsbad, Coronado, Del Mar, Encinitas, Imperial Beach, La Mesa, Lemon Grove, Poway, San Marcos, Santee, Solana Beach and Vista. HCD will hold meetings in the unincorporated areas and at its Kearny Mesa office. The cities will hold their own hearings.
The funds are provided through four U.S. Department of Housing and Urban Development programs: Community Development Block Grant (CDBG); HOME Investment Partnerships (HOME); Emergency Shelter Grant (ESG); and Housing Opportunities for Persons with AIDS (HOPWA) Programs.
Approximately $4.6 million is available from the CDBG program, which focuses on improving low-income communities through projects such as street upgrades, community centers, parks, water and drainage improvements, and housing rehabilitation loans. The other three programs fund affordable housing and homeless assistance projects, including services for people with HIV or AIDS.
The deadline to submit proposals for CDBG funding in unincorporated areas is October 24, 2008. Participating cities set their own deadlines.
