The Operational Plan provides the County's financial plan for the next two fiscal years (July 1, 2013 through June 30, 2015). The Chief Administrative Officer (CAO) presents a recommended Operational Plan to the Board of Supervisors and the public. Public hearings are held in early June and Change Letters are prepared for any needed adjustments to the CAO Recommended Operational Plan. After public hearings, the Board of Supervisors deliberates and formally adopts the first year of the plan as the annual line-item budget. At that time, the Board also approves the second year in principle for planning purposes.
The Operational Plan document identifies the major accomplishments achieved during the past year, discusses strategic objectives for the next two years, details planned expenditures over the next two years, and projects the resources that will be used to finance these activities.
