Summary: The Office of Financial Planning (OFP), under the direction of the Chief Financial Officer, formulates and implements the County’s strategic financial planning policies and prepares the County’s annual budget known as the Operational Plan. OFP monitors the budget on a continuing basis, and with the participation of the Agency/Groups and departments, prepares quarterly budget status reports for the Board of Supervisors. In addition, OFP controls all adjustments to the budget, and reviews and signs off on all Board letters to ensure that the fiscal impact has been adequately disclosed. OFP also assists with the year-end financial system closing process and the preparation of portions of the County’s comprehensive annual financial report (CAFR). Finally, the Office of Financial Planning administers the Community Enhancement and Community Projects grant programs on behalf of the Board of Supervisors.

The Operational Plan allocates resources to specific programs and services that support our long-term goals over the next two fiscal years. Both a Proposed and an Adopted Operational Plan are prepared each year.
The Quarterly Operational Plan Status Report to the Board of Supervisors is a tool to evaluate whether the Agency/Group/Departments’ actual revenues and expenditures during the fiscal year remain on target with respect to the budget.
The Neighborhood Reinvestment Program and Community Enhancement programs provide grants to community organizations throughout San Diego County that assist in meeting the social, cultural and recreational needs of County residents or assist in the promotion and generation of tourism or economic development. All grants are awarded by the Board of Supervisors.
