Summary:
The Office of Revenue and Recovery, a division of the Auditor and Controller, is responsible for establishing accounts receivables, managing, collecting, and accounting for debts owed to the County of San Diego for a variety of services, excluding delinquent property taxes and child support. Additionally, Revenue and Recovery provides enforcement services on delinquent accounts; escrow, lien, and immigration clearances; and record retention services for the County's accounts receivable.
Revenue and Recovery was established in 1956 as a division of the Office of the County Clerk and was comprised of a staff of 5 who handled collection activities for 300 accounts. Today, approximately 25 County departments and clients refer more than 100 types of receivables to Revenue and Recovery. As a result, the organization has grown to a staff of employees who are responsible for more than $165 million in charges owed by approximately 109,000 debtors.
Once an autonomous department, Revenue and Recovery was incorporated into the Auditor and Controller in Fiscal Year 1993/94.
The Office of Revenue and Recovery provides the following accounts receivable services:
- Accounts receivable establishment and billing
- Direct collection contacts
- Accounting and maintenance of receivables
- Funds distribution and disbursement
- Case management
- Enforcement of delinquent accounts
- Escrow, lien, and immigration notifications and clearances
- Record and document retention
- Probate and bankruptcy claims
- Court case document preparation and representation as plaintiff in civil matters or as an accounting witness in criminal hearings
- Accounts receivable and collection consulting for County agencies
