Donald F. Steuer is the Assistant Chief Administrative Officer and Chief Operating Officer for the County of San Diego. As the second-highest ranking executive at the County, Mr. Steuer works closely with Chief Administrative Officer Helen Robbins-Meyer and the executive team to implement the Board of Supervisors’ policies. He also helps manage an organization that provides wide-ranging services to one of the most populous counties in the nation. As the County’s former Chief Financial Officer, Mr. Steuer brings a strong business-oriented approach to his management of the County’s operations. He oversees the County’s debt portfolio, technology, business intelligence and performance analytics, as well as participation in the San Diego County Employees Retirement Association.
Previously, Mr. Steuer served as the County’s CFO and Deputy Chief Administrative Officer for the County’s Finance and General Government Group. In those roles, he was responsible for managing the County’s finances and credit rating, and preparing the County’s annual budget. Mr. Steuer also managed a staff of approximately 1,300 people with an annual budget of $320 million.
Mr. Steuer joined the County in 2000 to work in the Land Use and Environment Group, where he headed the County’s water quality programs. He also chaired the County’s Strategic Planning Support team that designed and applied the County’s award winning General Management System (GMS).
Before joining the County, Mr. Steuer served for 27 years in the Navy, where he commanded two helicopter squadrons as well as Naval Air Station North Island. He also served as Chief of Staff for NATO Naval Striking and Support Forces in Southern Europe during the Kosovo conflict.
In addition to his duties at the County of San Diego, Mr. Steuer is active in the community. He is an ordained elder in the Presbyterian Church and serves on the district Eagle Scout Board of Review.
Mr. Steuer holds a bachelor’s degree in Government, and three Master’s degrees in Business Administration, Communications, and National Security and Strategic Studies.
