Carlos G. Arauz is the Director of the Department of Human Resources for the County of San Diego, where he is responsible for the human resources and labor relations programs for the County’s 18,000-member workforce. Mr. Arauz manages a staff of 114 and an annual budget of more than $13 million.
Mr. Arauz was named director in 1997 and during his tenure the department has made significant strides toward improving employee benefits, training, and recruitment efforts. Employees benefit from an employee discount program, free flu shots, and new medical and dental insurance options. The department has placed a greater emphasis on employee training by establishing a new employee orientation, a Web-based training catalog and coordinating the training of 100 percent of the employee population in diversity concepts. It also has expanded and streamlined County recruitment efforts by putting job listings and applications on-line, and opening a North County satellite office. The workers’ compensation claims administration was re-engineered in 1998 and has produced $644,221 in savings from August 1999 through December 2000. This data represents what is allowable under state guidelines and the negotiated contract price.
Prior to joining the County of San Diego, Mr. Arauz was Personnel Director for the city of Phoenix, Arizona, a job he held for more than 10 years. During his tenure, Phoenix became nationally-known for its progressive human resources programs. He also held personnel management positions in Corpus Christi, Texas; Orlando, Florida; Miami, Florida; and College Park, Georgia.
Mr. Arauz is the author of numerous professional articles and is well-known as a speaker at professional conferences and seminars. He has been active in the International Personnel Management Association (IPMA) and is a past president of the association. He has received numerous national awards and recognition, including IMPA’s prestigious Honorary Life Membership Award. He is an active member of the National Public Employer Labor Relations Association (NPELRA).
Mr. Arauz received a Bachelor of Science degree from Loyola University of Los Angeles, and a Masters degree in Industrial/Organizational Psychology from Georgia Tech. He has also served as an adjunct professor in the School of Public Affairs graduate program at Arizona State University and currently teaches Public Personnel Administration at San Diego State University.
