Janice Graham serves as the Chief of Staff to the Chief Administrative Officer of the County of San Diego. Reporting directly to CAO Walter F. Ekard, Ms. Graham works closely with the County’s Executive Team to implement policies directed by the Board of Supervisors and coordinates the day-to-day operations and functions of the Chief Administrative Office.

Ms. Graham has more than 20 years of experience in local government public relations and legislative affairs. She worked as a reporter for a local news wire service, then handled media and public policy for a San Diego City Council member for three years before coming to the County in 1983 to specialize in communications and land-use issues for a member of the Board of Supervisors. From 1988 to 1996, she developed and managed the public information and legislative services unit of the Department of Public Works, initiating a variety of publications and community outreach programs to inform San Diego County residents of department projects and services.

She served as the County’s Acting Public Affairs Officer from mid-1996 to March 1997, then served as the Assistant Director of the newly-created Department of Media and Public Relations until April 2002. As Assistant Director, Ms. Graham managed day-to-day operations and oversaw public relations projects within the department.

Ms. Graham earned a Bachelor of Arts degree in English from Slippery Rock State University in Pennyslvania.
