Mikel Haas is the Deputy Chief Administrative Officer and General Manager of the County of San Diego´s Community Services Group. The Group consists of the departments of Animal Services, General Services, Housing and Community Development, County Library System, Purchasing and Contracting, and Registrar of Voters. The Group maintains an operating budget of $255 million and employs approximately 970 staff.
The Group´s mission is to provide friendly, cost-effective, quality services to the citizens and County departments through internally-streamlined, customer-focused operations and well-managed, competitive external processes.
Before being appointed as Deputy Chief Administrative Officer in March 2007, Mr. Haas was beginning his third year in his second stint as the County´s Registrar of Voters, a position he also held from 1994-2001. He was appointed Director of the County’s Department of Animal Services in 2001, and served in that position until 2004.
Mr. Haas has also served as interim Director of the County's Department of Housing and Community Development, as well as Special Policy Advisor to the County Chief Administrative Officer.
Before joining the County in 1994, Mr. Haas served 11 years with the City of San Diego, first as a City Council staff assistant and later as a Deputy Director in the Office of the City Clerk managing the City’s elections and legislative services programs.
Prior to his government career, Mr. Haas was a newspaper reporter. He graduated from San Diego State University with a B.A. in journalism.
