Donald F. Steuer is the Chief Financial Officer (CFO) for the County of San Diego. The CFO is responsible for managing the County’s finances and credit rating, and preparing the County’s annual budget which topped $4 billion in FY 2007-08. Mr. Steuer also serves as the Deputy Chief Administrative Officer for the County’s Finance and General Government Group. He manages a staff of approximately 1300 people with an annual budget of $320 million.
Mr. Steuer has been with the County since February of 2000. He previously worked for the Land Use and Environment Group where he headed the County’s water quality programs. Mr. Steuer also chaired the County’s Strategic Planning Support team that designed and applied the County’s award winning General Management System (GMS).
Before joining the County, Mr. Steuer had a distinguished 27-year Navy career where he commanded two Navy Helicopter squadrons as well as Naval Air Station North Island. He also served as Chief of Staff for NATO Naval Striking and Support Forces in Southern Europe during the Kosovo conflict.
In addition to his duties at the County of San Diego, Mr. Steuer is active in the community. He is an ordained elder in the Presbyterian Church and Scoutmaster of a local Boy Scout Troop.
Mr. Steuer holds a bachelor’s degree in Government, and three Master’s degrees in Business Administration, Communications, and National Security and Strategic Studies.
