W Harold Tuck was appointed Chief Information Officer for the County of San Diego in March 2008. His responsibilities include all operational and strategic Information Technology functions for San Diego County, providing services to 17,000 County employees at over 200 facilities.
San Diego County is the 2nd largest county in California with revenues over $4B annually and a geography encompassing over 4200 square miles. The County was the first Municipal Government to outsource all IT functions to the private sector. As CIO, one of Mr. Tuck’s primary, and highly visible responsibilities is to ensure that County government and its citizens receive the full benefit of this multi-year, $700million IT Outsourcing Contract.
A key member of the County's executive team, Harold works closely with the Board of Supervisors and Chief Administrative Officer Walter F. Ekard to implement new management practices that stress customer service, accountability and team-work. In this position, he is leading the County Technology Office towards accomplishing the countywide strategic goals of improving opportunities for children, protecting the environment, and promoting safe and livable communities.
Harold joined the County in 1986 as Electronic Data Processing coordinator for Health Services. He rose through the ranks to become regional General Manager for the Health and Human Services Agency's Central Region, and Director of Housing and Community Development. In 2002, he became the General Manager for the Public Safety Group, In this position, he was responsible for management oversight over the County’s public safety departments, including those of the Sheriff, District Attorney, Public Defender, Medial Examiner, and the Probation Department.
In addition to his County service, Harold was the first Chair of the State of California, Department of Health Services' Office of Multicultural Health, which was an advisory board to the Director. Harold was Co-Chair of the Health Education committee for the State of California's Public Health Improvement Project. Harold was formerly on the Board of Directors of the Girl Scouts, Inc. - San Diego and Imperial Council. He is also a former Board Member of the San Diego Regional Center. Harold is currently the President of the California Black Health Network. He is also on the following Board of Directors: Neighborhood House Association, Rest Haven Children’s Health Fund and the Governor’s Advisory Board for Emergency Management. Additionally, Harold is on the Advisory Board, University of San Diego Nonprofit Leadership and Management Program.
Harold was born in Baltimore, Maryland, and attended undergraduate school at Morgan State University, in Baltimore majoring in Biology. Subsequently Harold has earned Masters Degrees from National University, and San Diego State University.
