The Chief Administrative Officer is Walter F. Ekard. The Chief Administrative Officer provides policy-based program and financial decision-making support to the Board of Supervisors. The Chief Administrative Officer oversees the operation of over 40 departments that provide a myriad of services to the region - from health and human services to criminal justice programs, land use planning, public works, parks, libraries, animal control and voter registration services. The Chief Administrative Officer also manages the allocation of personnel, capital and budgetary resources within the County organization.

The Chief Administrative Office receives telephone calls Monday through Friday, 8:00 a.m. to 5:00 p.m. The Chief Administrative Office is closed Saturday, Sunday and legal holidays. The County Employees Charitable Organization, (CECO) is a nonprofit organization of County employees donating their time and money for the direct benefit of nonprofit organizations located in San Diego County. County employees interested in donating funds to CECO may contact their department payroll clerks for enrollment forms. Representatives from non-profit organizations interested in applying for CECO funds can obtain additional information by contacting Phyllis House at (619) 338-2765 and/or Jennifer Uebbing at (619) 521-4156.
