STATEMENT OF PROCEEDINGS
COUNTY OF SAN DIEGO
REGULAR MEETING OF THE BOARD OF DIRECTORS
OF SANITATION DISTRICTS
WEDNESDAY, JULY 22, 1998
Meeting was called to order at 9:16 a.m.
Present: Directors Greg Cox, Chairman; Pam Slater, Vice Chair; Dianne Jacob; and Bill Horn; with Director Ron Roberts being absent; also Sandra G. Carter, Assistant Clerk.

Sanitation 1. This is a Request to Continue the Action to Initiate Reversion to Acreage Proceedings on County of San Diego Tracts 3702-1 and 3702-2, Final Maps 10201 and 10202 Respectively, Located in the Lakeside Planning Group Area

2. Approve the Joint Agreement to Improve Major Subdivision, Release of Joint Lien Contract and Extension of Time to Complete Improvements for County of San Diego Tract 4016-1, Located in the Flinn Springs Portion of Lakeside Planning Group Area.

Tract 3702-1 is a planned development consisting of 140 residential lots with a maximum of 140 dwelling units, 1 private street lot, 9 open space lots, 1 recreation lot, 1 commercial use lot and a total acreage of 395.43 acres.
Tract 3702-2 is a planned development consisting of 110 residential lots with a maximum of 110 dwelling units, 2 private street lots, 6 open space lots, and a total acreage of 407.11 acres.
They are located in the Muth Valley area on the westerly side of Wildcat Canyon Road, approximately two miles northerly from Lakeside. (Thomas Guide, Page 1212, C & D 4, 5 & 6, 1998 Edition)
Continue action to initiate reversion to acreage proceedings on these two Tracts to November 4, 1998, to allow additional time for the owners to review environmental issues and provide required improvement changes together with substitute agreements and surety bonds.
1. Initiate, by motion, proceedings to revert County of San Diego Tracts 3702-1 and 3702-2 to acreage pursuant to Section 66499.12 of the Subdivision Map Act.
2. Direct the Chief Administrative Officer to return with sufficient information to make the findings required by Section 66499.1 of the Subdivision Map Act.

ON MOTION of Director Slater, seconded by Director Jacob, the Board of Directors of the Lakeside Sanitation District took action as recommended, on Consent, continuing the matter to November 4, 1998.

This is a request to approve a new Joint Agreement secured by surety bonds, release the existing Joint Lien Contract and extend the time for a period of two years for the performance completion of the subdivision improvements, for County of San Diego Tract 4016-1.
The property is located in the Flinn Springs area, abutting the southerly side of Olde Highway 80, adjacent to the west property line of Flinn Springs Park. (Thomas Guide, Page 1232, H-5, 1998 Edition).
1. Approve the Joint Agreement to Improve Major Subdivision, which includes an extension of time for a period of two years, ending July 25, 2000, for the performance completion date, and authorize execution by the Clerk of the Board. (Submitted Attachment A)
2. Approve the Release of Joint Lien Contract, authorize execution by the Clerk of the Board and direct the Clerk of the Board to forward the document to the County Recorder for recordation.

3. Direct the Clerk of the Board to notify the Holding Company of the Release of Joint Lien Contract.
