1. SUBJECT: Board Conference - Gangs
The Board of Supervisors heard the reports.
2. SUBJECT: Approve the Application for the First Year Multi-Component Gang Violence Suppression Grant
(Supv. Dist. 1)
On June 24, 1998, the State Office of Criminal Justice Planning (OCJP) announced an award of $500,000 to the County of San Diego under the OCJP Gang Violence Suppression Multi-Component Program. The Grant Award agreement was prepared and submitted by the District Attorney's Office by the July 29, 1998 submission deadline.
This is a request to ratify the submission and authorize acceptance of the grant for the period July 1, 1998 through June 30, 1999. Grant funds in the amount of $500,000 will be used to reduce the level of gang violence in the South Bay region of San Diego County and to divert potentially dangerous gang activity into more positive and constructive behavior. The grant will partially support the multi-component program which includes the District Attorney's Office, Sheriff's Department, Probation Department, Office of Education and Children's Treatment Center. The County of San Diego will receive $413,220, and the outside agencies will receive $86,780.
Funds for this request are not budgeted. The funding source is the OCJP and General fund. If approved, this request will result in $483,557 direct costs and $413,220 revenue for Fiscal Year 1998-99, and will require the addition of four staff years in the District Attorney, Sheriff and Probation Departments. The $70,337 matching funds requirement is funded through the Public Safety Group Management Reserve.
Waive Board Policy B-29, Fees, Grants, Revenue Contracts - Department Responsibility for Cost Recovery, require full cost recovery for grants and that Board approval be given in advance of application for funds.
1. Adopt the Resolutions approving the submission of a grant application in the amount of $199,322 to the District Attorney's Office; $141,495 to the Sheriff's Department; and $72,403 to the Probation Department for the period July 1, 1998 through June 30, 1999, and authorize execution of the Grant Award Face Sheet and Certification of Assurance of Compliance by the Clerk of the Board, including any extensions or amendments thereof that do not materially impact or alter the grant program or funding level.
2. Establish appropriations in the amount of $179,322 within the District Attorney's Office to Salaries and Benefits ($153,483), Services and Supplies ($12,145, which include $1,281 for travel), Fixed Assets ($474 for a firearm), and Other Charges ($13,220) based upon Gang Violence Suppression Grant Revenue ($199,322).

3. Establish appropriations in the amount of $120,495 within the Sheriff's Department to Salaries and Benefits ($105,256, which includes $55,477 in overtime expense), Services and Supplies ($14,461, which includes $640 for travel), and Fixed Assets ($778 for two firearms) based upon Gang Violence Suppression revenue ($141,495).

4. Establish appropriations in the amount of $56,403 within the Probation Department to Salaries and Benefits ($49,940), and Services and Supplies ($6,463, which includes $640 for travel) based upon Gang Violence Suppression revenue ($72,403).

5. Direct the Department of Human Resources to add one (1) Deputy District Attorney IV position and one (1) District Attorney Investigator III position to the District Attorney's Office, subject to the Department of Human Resources classification review process and amendments to the Compensation Ordinance.
6. Direct the Department of Human Resources to add one (1) Deputy Sheriff position to the Sheriff's Department, subject to the Department of Human Resources classification review process and amendments to the Compensation Ordinance.
7. Direct the Department of Human Resources to add one (1) Senior Probation Officer position to the Probation Department, subject to the Department of Human Resources classification review process and amendments to the Compensation Ordinance.
8. Establish appropriations in the amount of $57,000 within the District Attorney ($20,000), Sheriff Department ($21,000) and Probation ($16,000) for the purchase of three vehicles based upon Gang Violence Suppression revenue.

9. Amend the General Services Fleet Internal Service Fund Spending Plan to increase over realized revenue and appropriations for Vehicle Maintenance ($3,313 for the maintenance and insurance of three vehicles) and Vehicle Fuel ($2,707 for three vehicles) based upon revenue from the District Attorney, Sheriff and Probation.
10. Transfer appropriations in the amount of $70,337 from the Public Safety Group Reserve Fund to the District Attorney ($43,585), Sheriff ($15,722) and Probation ($11,030).
ON MOTION of Supervisor Cox, seconded by Supervisor Horn, the Board of Supervisors took action as recommended, on Consent, adopting Resolution No. 98-209, entitled: RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN DIEGO AUTHORIZING RECEIPT OF GRANT FUNDS TO IMPLEMENT THE GANG VIOLENCE SUPPRESSION PROGRAM; Resolution No. 98-210, entitled: RESOLUTION AUTHORIZING THE SAN DIEGO COUNTY DISTRICT ATTORNEY TO SUBMIT APPLICATION FOR GANG VIOLENCE SUPPRESSION MULTI-COMPONENT; Resolution No. 98-211, entitled: RESOLUTION AUTHORIZING THE SAN DIEGO COUNTY SHERIFF TO SUBMIT APPLICATION FOR GANG VIOLENCE SUPPRESSION MULTI- COMPONENT.

3. SUBJECT: Regional Gang Suppression Task Force

Approval of the following recommendations will allow subject matter experts an opportunity to initiate discussions pertaining to the creation of a Regional Gang Suppression Task Force. The creation of a regional task force may be a very real advantage in the efforts to reduce gang influence and violence in the San Diego region.
There are no fiscal impacts associated with these recommendations.
1. Direct the Chief Administrative Officer (CAO) and request the District Attorney and Sheriff to work with the San Diego County Police Chiefs' and Sheriff's Association to determine the feasibility of establishing a Regional Gang Suppression Task Force.
2. Direct the CAO to return to the Board of Supervisors in 90 days with a status report from the San Diego County Police Chiefs' and Sheriff's Association.
Modifying recommendation 2 to direct the Chief Administrative Officer to also bring back any alternative recommendations that are in addition to, or in lieu of, a Regional Task Force; and adding recommendation 3 to direct the Chief Administrative Officer to return to the Board in 90 days with policy recommendations regarding the appropriate role of Public Defender in civil abatement cases, ON MOTION of Supervisor Cox, seconded by Supervisor Horn, the Board of Supervisors took action as recommended, on Consent.

4. SUBJECT: Juvenile Diversion Cost Model Report

The County contracts with various providers for juvenile diversion services. On April 30, 1996 (5), the Board of Supervisors asked the Community Action Board to develop a cost model so that State and County cost avoidance attributable to juvenile diversion efforts could be estimated. The cost model developed at the Board's request shows that the County's juvenile diversion program produces Best in Class results, with diversion rates well above the national average, $10.31 in avoided costs for every dollar spent on juvenile diversion, and more than 80 percent of youth served remaining free from contact with law enforcement for at least a year after services end.
Board action is requested to accept the cost model study report, and to reduce the waiting time for services by using an estimated $50,000 of General funds from the Health and Human Services Agency's Fiscal Year 1997-98 year-end fund balance to augment contracts for juvenile diversion Neighborhood Youth Center services.
If approved, this request will result in an increase of up to $50,000 in current year County General Fund costs. These funds are not budgeted. No additional staff years are required.
1. Accept the Cost Model Study for the Juvenile Diversion Programs.
2. Establish appropriations up to the amount of $50,000 for the Juvenile Diversion program, based on General Funds available in the Health and Human Services Agency Fiscal Year 1997-98 year-end fund balance. (4 VOTES)
