1. SUBJECT: Noticed Public Hearing:

This is an appeal of the Planning Commission decision to approve a Major Use Permit for collective parking, including a modification to permit a reduction of the required off-street parking spaces from 283 to 231. The appeal only concerns Condition C of the Major Use Permit which limits the number of employees to a maximum of 100. The project site is located at 10710 through 10740 Thornmint Road within the 4S Ranch Corporate Park, and is 4.52 acres in area. The property is subject to the M54 (General Industrial) Use Regulations and the requirements of the (21) Specific Plan Area Land Use Designation.
This proposal will have a positive impact on the business community because it will allow additional industrial businesses to offer job opportunities to 218 people.
Grant approval of a Major Use Permit for collective parking with a modification to permit a reduction of the required off-street parking spaces from 282 to 231with a condition added to restrict the maximum number of employees permitted for all four buildings to a total of 100.
The Department of Planning and Land Use concurs with the recommendation of the Planning Commission, but recommends an increase in the maximum number of permitted employees to a total of 218.
ON MOTION of Supervisor Slater, seconded by Supervisor Jacob, the Board of Supervisors closed the hearing and took action as recommended by the Department of Planning and Land Use, on Consent.

2. SUBJECT: Noticed Public Hearing:

This is a request to change the existing 1.0 acre minimum lot size designator to .5 acre for approximately 67 acres located within the Santa Fe Valley Specific Plan. All other designators will remain the same.
1. Find that the Environmental Impact Report on file in the Department of Planning and Land Use as Log No. 95-8-21 has been completed in compliance with the California Environmental Quality Act and State and County California Environmental Quality Act Guidelines, that the decision-making body has reviewed and considered the information contained therein prior to approving the project, that the Environmental Impact Report reflects the independent judgment and analysis of the Board of Supervisors.
2. Find that there are no changes in the project or in the circumstances under which it is undertaken which involve significant new environmental impacts which were not considered in the previously certified Environmental Impact Report, or a substantial increase in the severity of previously identified significant effects, and that no new information of substantial importance has become available since said Environmental Impact Report was prepared.
3. That the Board of Supervisors take the following action: Adopt the Ordinance approving a change from the S88 and (P)RR1 Use Regulation to the S88 Use Regulation with other designators as shown in the Ordinance. (Submitted Attachment B)
The Department concurs with the Planning Commission recommendation.
ON MOTION of Supervisor Slater, seconded by Supervisor Jacob, the Board of Supervisors closed the hearing and took action as recommended, on Consent, adopting Ordinance No. 8961 (New Series), entitled: AN ORDINANCE CHANGING THE ZONING CLASSIFICATION OF CERTAIN PROPERTY WITHIN THE SANTA FE VALLEY SPECIFIC PLAN (REF: R98-001).

3. SUBJECT: An Analysis of the Request from the Descanso Sponsor Group and the Twin Oaks Valley Sponsor Group for a Subregional Plan Split in Order to Create Separate Planning Areas in the Central Mountain and North County Metropolitan Subregional Plan Areas

On December 10, 1997 (5), the Board of Supervisors directed the Chief Administrative Officer to return in 180 days with an analysis of whether to split the Central Mountain and North County Metropolitan Subregional Plan areas as requested by the Twin Oaks Valley and Descanso Sponsor Groups. These requests were a result of the planning and sponsor group input solicited as part of the General Plan 2020 Scope of Work.
Funds for the Planning Commission recommendation are budgeted. The funding source is the Department of Planning and Land use General Fund work program. This recommendation will result in $2,000 current year cost, no annual cost, and will require the addition of no staff years.
Funds for the Chief Administrative Officer recommendation could be included in the Fiscal Year 1999-00 General Fund work program. This request will result in no current year cost, $2,000 subsequent year cost and would require the addition of no staff years.
1. Do not authorize the creation of a new separate planning area for Descanso.
2. Authorize staff to work with the Hidden Meadows, Valley Center, Bonsall and Twin Oaks Valley Groups to evaluate potential modifications to the boundaries of these communities, with the intent being to report back to the Planning Commission prior to proceeding with the General Plan update.

2. Authorize staff to work with the Hidden Meadows, Valley Center, Bonsall and Twin Oaks Valley Groups to evaluate potential modifications to the boundaries of these communities as part of the community and subregional plan work during the 2020 General Plan Update.

4. SUBJECT: Approve the Amendment to Agreement to Improve Subdivision

This is a request to amend the agreement to substitute the parties on a recorded subdivision located in the Escondido area on the southerly side of Old San Pasqual Road and westerly from Via Rancho Parkway. (Thomas Guide, Page 1130, F-6, G-6, 1998 Edition)
1. Approve the amendment entitled Amendment to Agreement to Improve Subdivision (Substitution of Parties) and authorize execution of the document by the Clerk of the Board.
2. Direct the Clerk of the Board to release the existing security issued by Seaboard Surety Company.

This project is a subdivision consisting of 13 single-family residential lots, and a total acreage of 29.787 acres.
It is located in the Bonsall area about 950 feet east of Sleeping Indian Road and about 650 feet south of Puerta de Lomas. (Thomas Guide, Page 1067, E1, 1998 Edition)
1. Approve this map.
2. Approve the Joint Agreement to Improve Major Subdivision, the Joint Lien Contract and Holding Agreement No. 00 4625 and authorize execution by the Clerk of the Board of Supervisors.
3. Upon approval of the above documents by the Board and execution by the Clerk of the Board, the documents shall be forwarded to the County Recorder for recordation of the Lien Contract, Holding Agreement and Grant Deed.
4. Authorize the Chairman to execute the Lien Contract Certification on Sheet 1 on the map, and authorize the Clerk of the Board of Supervisors to acknowledge this signature on Sheet 1 on the map.

On September 16, 1998 (2), your Board Introduced Ordinance for further Board consideration on September 23, 1998.
On June 3, 1998 (10), the Board directed the Chief Administrative Officer to prepare the necessary Ordinance changes related to the transfer of the building and code enforcement functions from the Department of Environmental Health to the Department of Planning and Land Use. This proposal addresses the change in authority related to this transfer. It also corrects the authority for the enforcement of stormwater regulations.
There is no fiscal impact associated with these recommendations.
Adopt Ordinance entitled:
AN ORDINANCE AMENDING AND REPEALING PORTIONS OF THE SAN DIEGO COUNTY CODE, ADMINISTRATIVE CODE, AND ZONING ORDINANCE RELATED TO THE TRANSFER OF SPECIFIED BUILDING AND CODE ENFORCEMENT FUNCTIONS AND RESPONSIBILITY FOR THE BUILDING AND CODE ENFORCEMENT RESERVE DESIGNATION FROM THE DEPARTMENT OF ENVIRONMENTAL HEALTH TO THE DEPARTMENT OF PLANNING AND LAND USE, AND CORRECTING THE AUTHORITY FOR ENFORCEMENT OF STORMWATER REGULATIONS.
