Adoption of Five-Year
Implementation Plan for Gillespie Field Development Project Area

OVERVIEW:
The Gillespie
Field Redevelopment Project was established with the goal of alleviating
deterioration and stagnation of the Project Area. Those problems were
attributable primarily to inadequate public improvements, public facilities
and utilities, and secondarily to existence of buildings and structures
which were unfit or unsafe for occupancy due to age, deterioration,
and dilapidation.
A major goal of the Redevelopment
Project is to facilitate industrial and commercial development, which
will generate a substantial number of permanent jobs, and thereby assist
in correcting population/employment imbalance in East County.
The Gillespie Field Redevelopment
Plan was adopted by the Redevelopment Agency of the County of San Diego
on July 7, 1987 (53). On July 14, 1987, the El Cajon City Council adopted
an Ordinance approving the Redevelopment Plan. Pursuant to the Community
Redevelopment Law, on December 6, 1994 (3) the Board adopted the first
Five-Year Implementation Plan for the Gillespie Field Project. That
Plan included project information and activities to be performed in
Fiscal Years 1995-96 through 1999-00.
Following today’s public hearing,
the Redevelopment Agency is requested to adopt a new Five-Year Implementation
Plan for Fiscal Years 2000-01 through 2004-05.
FISCAL IMPACT:
There is no fiscal impact associated with
adoption of the proposed Five-Year Implementation Plan. Carrying out
the Implementation Plan is consistent with the Gillespie Field Redevelopment
Plan goals. Availability of funding for activities identified in the
Implementation Plan will determine the extent to which objectives can
be achieved during the five-year period. Progress will be reviewed
at a public hearing two to three years from adoption of the Implementation
Plan, at which time projects will be identified and cost estimates provided.

Hold a public hearing on the Five-Year Implementation Plan for the Gillespie
Field Redevelopment Project Area.

Adopt a Five-Year Implementation Plan for the Gillespie Field Redevelopment
Project Area.
ACTION:
ON MOTION of Member Slater,
seconded by Member Cox, the Members of the San Diego County Redevelopment
Agency closed the Hearing and took action as recommended, on Consent.
