CLEAN WATER IN SAN DIEGO COUNTY

OVERVIEW:
Every citizen in
San Diego County has a stake in improving the quality of water in our
beaches, bays, lagoons, lakes, rivers, and streams. Clean water is essential
to every aspect of life - from ensuring basic health and welfare, to preservation
of wetlands, to protection of plant and animal species, to sustaining
economic growth and prosperity.
On
July 11, 2000 (19), at the recommendation of Supervisors Ron Roberts and
Greg Cox, the Board directed the Chief Administrative Officer to return
with an action plan to create a Project Clean Water Team to take the lead
in developing a Regional Clean Water Strategic Plan. In addition, the
Board formed a Clean Water Subcommittee consisting of Supervisors Roberts
and Cox. On September 19, 2000 (13), the Board received the action plan
and approved the Chief Administrative Officer's recommendation to return
to the Board with a completed Regional Clean Water Strategic Plan by June
30, 2001.
The
purpose of today's Clean Water Conference is to engage the collective
effort and attention of the many jurisdictions and leaders in our region
who share responsibility for ensuring clean water. The recommended actions
include adoption of a resolution recognizing the vital importance of clean
water and committing to development of the Regional Clean Water Strategic
Plan. The Chief Administrative Officer will also be directed to prepare
a letter from the Chairwoman to the mayors of the County's 18 cities and
the Chair of the Board of Commissioners of the Port of San Diego asking
each jurisdictions to adopt a similar resolution to formalize their commitment
to participating in the Regional Clean Water Strategic Plan

RECOMMENDATION:
SUPERVISORS
ROBERTS AND COX:
1.
Adopt the resolution entitled: Resolution Recognizing the Vital
Importance of Clean Water and Committing to Development of a Regional
Clean Water Strategic Plan.
2.
Direct the Chief Administrative Officer to prepare a letter for
the Chairwoman's signature to the mayors of the County's 18 cities and
the Chair of Board of Commissioners of the Port of San Diego asking each
jurisdictions to adopt a similar resolution recognizing the vital importance
of clean water and committing to participation in the County's effort
to develop a Regional Clean Water Strategic Plan.
ACTION:
On recommendation 2, additionally directed the
Chief Administrative Officer to include the water agencies, Tijuana, the
Navy and the other military installations to the list of people to be
actively involved, and adding Recommendation 3 to read as follows: “Appoint
Vice-Chairman Roberts and Supervisor Cox, with Supervisor Slater as an
alternate, to serve as a sub-committee to work with the Governor’s office
and other State elected officials to see if we can bring about at the
State level also, an effort that can create solutions that would make
us just as committed towards clean water as we are to clean air”, ON MOTION
of Supervisor Roberts, seconded by Supervisor Cox, the Board of Supervisors
took action as recommended, adopting Resolution No. 00-358, entitled:
RESOLUTION RECOGNIZING THE VITAL IMPORTANCE OF CLEAN WATER AND COMMITTING
TO DEVELOPMENT OF A REGIONAL CLEAN WATER STRATEGIC PLAN.

ACTION:
County Counsel reported the following: Item B:
by unanimous vote of its members, Districts 2,3 & 5 present and voting,
the Board of Supervisors authorized County Counsel to file a notice of
appeal from an order and judgment of the United States District Court
for the Central District of California entered September 25, 2000, and
Item C: by unanimous vote of its members, all five districts present and
voting, the Board of Supervisors accepted $125,000 from Charles Grant
in settlement of the County’s cross-complaint for indemnity.

PUBLIC COMMUNICATION
Ruth Harber addressed
the Board regarding Gregory Canyon.
Joyce Ward addressed
the Board regarding Rosemary’s Mountain and the County lobbyist.
ACTION:
Heard; referred to the Chief Administrative
Officer.
There being no further
business, the Board adjourned at 11:03 a.m.
