Meeting was called to order at 9:08 a.m.

Absent:  Commissioner Ron Roberts, Vice Chairman.

Approval of Statement of Proceedings/Minutes for meetings of September 13, 2000 and October 11, 2000.   

ACTION:
ON MOTION of Commissioner Slater, seconded by Commissioner Horn, the Board of Commissioners approved the Statement of Proceedings/Minutes for the meetings  September 13, 2000 and October 11, 2000.

HA1.    SUBJECT:    Request For Proposals to Replace Existing Rental
                                    Assistance Program Application

OVERVIEW:
The requested actions will authorize the Deputy Director of Purchasing and Contracting to issue a request for proposals, and award and execute a contract with the successful vendor for the purchase, installation and maintenance of a rental assistance program application software, and appropriate the necessary funds estimated to be $900,000.  The acquired software will replace the Housing Authority of the County of San Diego’s existing rental assistance program application.

In 1997, Housing and Community Development (HCD), as staff for the Housing Authority, began the process to acquire a new and state-of-the-art rental assistance program software application for the administration of its rental assistance programs.  Although, the vendor developed and implemented a system currently in use by HCD, the envisioned higher level of automation and incorporation of the business process re-engineering has not been achieved due to integration issues, resulting in a lack of the desired automated business efficiencies.

The Pennant Alliance and the Gartner Group have completed a comprehensive review of the current rental assistance program application and determined that HCD should consider alternative software applications.  The Pennant Alliance identified software applications that are commercial off-the-shelf (COTS) products with proven functionality and stability that will meet HCD's business needs.

FISCAL IMPACT:
The funds for this request are not budgeted.  The funding source is Housing Authority of the County of San Diego operating reserves.  If authorized, this request will result in the expenditure of an estimated $900,000 current year cost, an estimated $50,000 annual cost, and will require the addition of no staff years.

BUSINESS IMPACT STATEMENT:
The purchase and installation of the requested software system will ensure accurate and timely rental assistance payments to approximately 3,000 landlords for over 9,500 participants.

RECOMMENDATION:
CHIEF ADMINISTRATIVE OFFICER:

1.               Authorize and appropriate $900,000 from the Housing Authority of the County of San Diego operating reserves for the purchase, installation and maintenance of a rental assistance program application.

2.         Authorize the Deputy Director of Purchasing and Contracting Division of General Services Department, in accordance with Article XXIIb 398.17.1(a) of the County Administrative Code, to issue a Request for Proposals and negotiate and award a contract to acquire a rental assistance program application for the Department of Housing and Community Development.

ACTION:
ON MOTION of Commissioner Slater, seconded by Commissioner Horn, the Board of Commissioners of the San Diego Housing Authority took action as recommended, on Consent
