CYCLE ONE 2001 HOUSING NOTICE OF FUNDING AVAILABILITY RECOMMENDATIONS (DISTRICT: ALL)
 

 

OVERVIEW:

 

These actions will authorize an expenditure of $177,200 from the Redevelopment Agency’s Upper San Diego River Improvement Project Area Housing Fund for two housing projects proposed in response to the Cycle One 2001 Notice of Funding Availability.  The recommended projects will provide special needs housing for 12 persons with developmental and physical disabilities who have very low-incomes.
 

 

FISCAL IMPACT:

 

Funds for the two projects are not budgeted.  The funding source is the Redevelopment Agency’s Upper San Diego River Improvement Project Area Housing Fund.  If approved, this request will result in $177,200 current year costs, $0 annual costs, and will require the addition of no staff years.

Business Impact Statement

This request will have a positive impact on the business community since construction contractors will have the opportunity to compete for rehabilitation work and access improvements on two privately owned residences.
 

 

RECOMMENDATION:

 

CHIEF ADMINISTRATIVE OFFICER 

1.    Authorize the allocation of $177,200 in funds in the Redevelopment Agency’s Upper San Diego River Improvement Project Area Housing Fund to Home of Guiding Hands for the rehabilitation of two residences for 12 persons with developmental and physical disabilities in the community of Lakeside.

2.    Adopt Resolution Number        , stating that the funding of rehabilitation and access improvements to two residences owned by the Home of Guiding Hands Corporation are of benefit to the Upper San Diego River Project Area.

3.    Authorize the publication of any required "Notices to the Public of Request for Release of Funds" for the recommended project; authorize the Chairman of the Board of Supervisors to execute such Requests and Certifications following environmental processing.

4.    Authorize the Director, Housing and Community Development, to negotiate and execute, with County Counsel concurrence, all contracts and/or amendments, and to take all necessary actions for the submittal and/or regulatory processing for the implementation of the above project.

5.    Establish appropriations in the amount of $177,200 in the Upper San Diego River

Project Area budget (Fund 308622, Org. 8966, Account 2376) based on available fund balance.    (4 Votes)
 

 

ACTION:

ON MOTION of  Member Cox, seconded by Member Slater, the Board of Directors of the Redevelopment Agency took action as recommended, on Consent, adopting Resolution No. 01-240, entitled:  RESOLUTION APPROVING FUNDING FROM THE REDEVELOPMENT AGENCY'S UPPER SAN DIEGO RIVER IMPROVEMENT PROJECT AREA HOUSING FUND FOR A REHABILITATION PROJECT OUTSIDE THE UPPER SAN DIEGO RIVER REDEVELOPMENT IMPROVEMENT PROJECT AREA (USDRIP)
