SERVICES PUBLIC AUTHORITY BUDGET (DISTRICT: ALL)

OVERVIEW: |
| |
In response to a 1999
State mandate requiring the establishment of an employer of record
for the In-Home Supportive Services program, the Board of Supervisors
took several actions. On June 12, 2001 (1), the Board approved
appropriations and established an operating fund for the Public
Authority in the Health and Human Services Agency. On June 19,
2001 (33), the Board adopted the County ordinance creating the San
Diego County In-Home Supportive Services Public Authority.
This item is the next
step in establishing the Public Authority as an operating entity
and it requests the Public Authority Governing Body to approve a
resolution adopting its administrative budget and establishing appropriations
in the Public Authority Operating Fund.

FISCAL IMPACT: |

Funding for this request
is not included in the Public Authority FY 2001-02 Operational Plan.
If approved, this request will result in $2,923,764 in costs and
revenue in the FY 2001-02 Public Authority Operating Fund. The
funding source is an Operating Transfer from the General Fund based
on State Department of Social Services and Social Services Realignment
revenue in the Health and Human Services Agency. When fully staffed,
the Public Authority will include 29 staff years.

RECOMMENDATION:

EXECUTIVE DIRECTOR:
1. Approve
a resolution adopting the administrative budget and funding for
Fiscal Year 2001-02 for the San Diego County In-Home Supportive
Services Public Authority.
2. Establish
appropriations of $2,923,764 in the In-Home Supportive Services
Public Authority (Org 8901) for Public Authority implementation
activities and operating expenses based on an Operating Transfer
from the General Fund (State Department of Social Services and Social
Services Realignment revenue). (4 VOTES)

ON MOTION of Supervisor
Slater, seconded by Supervisor Jacob, the Board of Supervisors took
action as recommended, on Consent, adopting Resolution No. 01-275,
entitled: A RESOLUTION OF THE COUNTY OF SAN DIEGO IN-HOME SUPPORTIVE
SERVICES PUBLIC AUTHORITY GOVERNING BODY APPROVING THE FISCAL YEAR
2001-02 PUBLIC AUTHORITY BUDGET.
