REGULAR MEETING OF BOARD OF SUPERVISORS
WEDNESDAY, OCTOBER 24 2001
              

MORNING SESSION:

Meeting was called to order at 9:07 a.m.

Present:  Supervisors Bill Horn, Chairman; Ron Roberts, Vice Chairman; Greg Cox, Dianne Jacob and Pam Slater; also Thomas J. Pastuszka, Clerk.

AFTERNOON  SESSION - Reconvened at 2:10 p.m.  Supervisors Horn, Chairman; Roberts, Vice Chairman;  Cox, Jacob and Slater being present.

1.    SUBJECT:     Environmental Quality

ACTION:
 
The Board heard presentations from various County department staff; including   Richard Smith, Air Pollution Control District; Jack Miller, Environmental Health;  and Robert Christopher, Public Works. 

ON MOTION of Supervisor Horn, seconded by Supervisor Roberts, the Board of  Supervisors; directed the Chief Administrative Officer to: 1)  work with the Science Advisory Board and the Economic Advisory Board to seek a solution for stormwater and permitting impact on housing costs, focusing on obtaining scientific data; 2)  draft a letter to the Governor of California with a summary of stormwater permitting processes, utilizing the Air Resource Board   model, in recognizing the diverse areas of the state, seeking use of measurable, scientific standards; and, 3) to place in legislative guidelines.

SUBJECT:  HOUSING AND AFFORDABLE HOUSING                       

ACTION:      

The Board heard presentations from various governmental and business group   representatives; including SANDAG, San Diego Association of Realtors, and Building Industry Association of San Diego County

ON MOTION of Supervisor Horn, seconded by Supervisor Cox, the Board of Supervisors directed the Chief Administrative Officer, with assistance of County Counsel, to review potential and pending legislation that addresses Construction Defect Litigation to assess local ramifications to the County of such legislation;   further directed the Chief Administrative Officer to create a Housing Task Force to address this issue and return to the Board in 90 days with policy recommendations for legislative advocacy related to Construction Defect Litigation; Directed the Chief Administrative Officer to send questionnaires to all San Diego County Legislators asking their position on this issue and the rationale for their position; Directed the Chief Administrative Officer to prepare for Chairman's signature, a letter to all 18 cities in the County, asking them to hold similar forums and enlist support; Directed the Chief Administrative Officer to work with Chairman to sponsor a forum with local legislators and to add appropriate language to the County's legislative program.; Directed the Chief Administrative Officer to request County Employees Retirement System  to consider developing Home Loan Program for County employees.
