Approval of Statement of Proceedings/Minutes for meeting of May 23, 2001, July 31, 2001, August 1, 2001 and September 12, 2001

ACTION:

ON MOTION of Director Roberts, seconded by Director Jacob, the Board of Directors took action approving of Statement of Proceedings/Minutes for meeting of May 23, 2001, July 31, 2001, August 1, 2001 and September 12, 2001.

SUBJECT:

SPRING VALLEY SANITATION DISTRICT

TEMPORARY CONNECTION AGREEMENT BETWEEN ROBERT AND MARCIA SHIELDS AND THE SPRING VALLEY SANITATION DISTRICT (DISTRICT: 1)

OVERVIEW:

On August 23, 2001 the Department of Environmental Health issued a letter indicating the Shields’ property, 3810 Palm Drive, Bonita, should be connected to the public sewer due to a failed septic system.  To expedite the connection process the Local Agency Formation Commission administratively approved a Temporary Connection Agreement.

This is a request by Robert and Marcia Shields for Board approval of a Temporary Connection Agreement to the Spring Valley Sanitation District, pending completion of annexation proceedings.

FISCAL IMPACT:

Funds for this proposal are Temporary Connection Agreement Fees, which are paid by the customer.  These fees are passed through to other local/state agencies, with the County serving as fund administrator.  There will be no fiscal impact to the County General Fund as a result of this action.

RECOMMENDATION:

CHIEF ADMINISTRATIVE OFFICER

1.     Find that the proposed activity is exempt from California Environmental Quality Act (CEQA) as specified under the CEQA Guidelines Section 15301(b) because the activity in question is a minor alteration to an existing sewer system. As such, there is no possibility it may have a significant effect on the environment.

2.     Authorize the Clerk of the Board to execute two copies of the Temporary Connection Agreement on behalf of the Spring Valley Sanitation District.

3.     Direct the Clerk of the Board to transmit two executed copies of the Temporary Connection Agreement to the Executive Officer of the Local Agency Formation Commission of the County of San Diego.

OVERVIEW:

Board Policy A-72, Board of Supervisors Agenda and Related Process, authorizes the Clerk of the Board to prepare a Filed Communications for Board of Supervisors' Official Records.  Routine informational reports which need to be brought to the attention of the Board of Directors, yet not requiring action, are listed on this document.  Filed Communications documents are on file in the Office of the Clerk of the Board.

Not Applicable.
