Approval of In-Home Supportive Services Public Authority Statement of Proceedings/Minutes for meetings of March 12, 2002 and March 19, 2002.

ACTION:

ON MOTION of Supervisor Slater, seconded by Supervisor Horn, the Board of Supervisors approved  the Statement of Proceedings/Minutes for the March 12, 2002 and March 19, 2002 meetings of the In-Home Supportive Services Public Authority.

SUBJECT:

APPROVAL OF RATIFIED MOU BETWEEN IHSS PUBLIC AUTHORITY AND UNITED DOMESTIC WORKERS OF AMERICA, REQUEST FOR PROPOSALS FOR HEALTH CARE BENEFITS FOR IHSS PROVIDERS, SUBMISSION OF REVISED PUBLIC AUTHORITY RATE (DISTRICT:  ALL)

OVERVIEW:

On March 19, 2002 (1), the Public Authority Governing Body approved its revised Fiscal Year 2001-02 administrative budget, authorized the execution of the Interagency Agreement between the County of San Diego In-Home Supportive Services Public Authority and the County of San Diego and approved the interim Public Authority Rate Request for submission to the State Department of Social Services.  Negotiations on an initial Memorandum of Understanding between the Public Authority and the United Domestic Workers of America began on November 27, 2001.  The Memorandum of Understanding was tentatively agreed upon on March 8, 2002 and was ratified on April 19, 2002.

This item requests Governing Body approval of the Memorandum of Understanding between the Public Authority and the United Domestic Workers of America and requests approval to issue a request for proposals for health care benefits for the In-Home Supportive Services Home Care Workers unit (individual providers).  This item also requests Governing Body approval to submit the revised Public Authority Rate Request to the State, which is required by the State Department of Social Services for reimbursement of the State and federal expenses associated with the Public Authority.

FISCAL IMPACT:

Funds for this request are included in the FY 2002-03 Public Authority Operating Fund.

RECOMMENDATION:

EXECUTIVE DIRECTOR

1.      Approve the attached Memorandum of Understanding between the County of San Diego In-Home Supportive Services Public Authority and the United Domestic Workers of America, NUHHCE, AFSCME, AFL-CIO.

2.      Pursuant to the Interagency Agreement with the County of San Diego, authorize the Executive Director to engage the services of the County Purchasing and Contracting Department to issue a Request for Proposals and enter into negotiations with health care benefit providers to provide health care to IHSS individual providers, and upon successful negotiations and determination of a fair and reasonable price, authorize the Executive Director to award and execute a three-year contract beginning on or after September 1, 2002 through August 31, 2005, with two additional option years and up to an additional six months if needed; and, to amend the contract as required for changes in funding and services that do not materially impact or alter either the program or the contract.

3.      Approve the revised Public Authority Rate Request for submission to the State Department of Social Services.

ACTION:

ON MOTION of Supervisor Slater, seconded by Supervisor Horn, the Board of Supervisors took action as recommended, on Consent.
