SAN DIEGO - Supervisor Bill Horn today supported an effort by volunteer organizations and churches to raise the literacy rate of criminals who are incarcerated by the County. A recently passed state law gives Counties the option of having volunteers assist convicted non-violent criminals in their efforts to earn a high school degree or equivalent.
"The key to helping repeat offenders is getting the faith community involved," stated Supervisor Horn at the Board meeting. "Volunteers who teach reading will help promote a new found self-esteem for many troubled adults and young persons."
The County Board has directed that a new pilot program utilizing volunteers and organizations be drawn up with participation across San Diego reducing the costs to the County and society.
"If we can provide one person with the resources to reform their life and become an asset to society than this program is well worth the effort," concluded Supervisor Horn.
