SUPERVISOR BILL HORN TO COORDINATE COUNTY ROAD CONSTRUCTION
March 28, 2000

San Diego - County Fifth District Supervisor Bill Horn announced today a program to minimize road construction and maintenance conflicts across San Diego County. Using a GIS (Geographic Information System) application the program would map out times and locations of impending road construction. Concerned agencies, cities and utility companies could then alleviate traffic congestion by coordinating when they perform work on roads.

"Construction on roads is inevitable," stated Supervisor Horn. "However, sitting in traffic is a waste of time. My proposal will take advantage of new technological advances so we spend less time in traffic during construction."

Supervisor Bill Horn’s proposal was unanimously passed and directed the County to evaluate existing GIS applications and report back to the Board of Supervisors in 60 days. The County will also contact local, and state public works agencies, water districts, SDG&E, Pacific Bell, TV Cable companies and other utility agencies asking for their coordinated participation in the road construction program.

"Road projects that affect traffic in adjoining areas could be spaced a few days apart or performed at off-peak hours," continued Supervisor Horn. "Coordination and technology will lessen traffic delays for San Diego County commuters. This is another example of e-government running better, faster and more e-fficient."
