SUMMARY:
On November 29, 1994, we recommended that the Board appropriate $200,000 for start-up costs of Senior Volunteer Patrol programs in the unincorporated areas. This amount was to come out of $500,000 in over realized Medi-Cal Third Party Liability Contract Revenue. This item was continued and as a result, additional funds from Medi-Cal Third Party Liability revenue were realized. A total of $300,000 was appropriated by the Board for Senior Volunteer Patrol programs on December 13, 1994.
The current balance of this fund is approximately $230,000. Today's action would appropriate $150,000 from the fund to be used for fixed assets and supplies needed by the Senior Volunteer Patrols.

Appropriate unanticipated revenue in the amount of $150,000 from the Senior Volunteer Patrol trust fund to the Sheriff's department for purchase of fixed assets and supplies for the Senior Volunteer Patrol programs in the unincorporated areas. (4 votes)
Fiscal Impact:
This action will appropriate $150,000 from the trust fund, which leaves a remaining balance of approximately $80,000 for later consideration by the Board.
Background:
On November 29, 1994, we recommended that the Board appropriate $200,000 for start-up costs of Senior Volunteer Patrol programs in the unincorporated areas. This amount was to come out of $500,000 in over realized Medi-Cal Third Party Liability Contract Revenue. This agenda item was continued and as a result, additional funds from the Medi-Cal Third Party Liability Contact Revenue were realized. A total of $300,000 was appropriated by the Board for Senior Volunteer Patrol programs in the unincorporated areas on December 13, 1994. Of the $300,000 that was appropriated, there is still approximately $230,000 remaining in the trust fund.
There are currently 35 Senior Volunteer Patrol units in San Diego County that are managed by the Sheriff's Department. Volunteer units serve Lemon Grove, Vista, Ramona, Santee, Fallbrook, Lakeside, Imperial Beach, Encinitas, Rancho Santa Fe, Bonita, Alpine and the rural areas. The program has been a success despite several ongoing problems.
The most serious problem is the lack of working vehicles. Many of the patrol vehicles are barely operable because of high mileage and mechanical problems. This impacts the volunteer units since the vehicles are constantly in and out of the shop. Other needs include radios, uniforms, badges and other supplies.
Our proposal will alleviate some of the challenges faced by the seniors and make it easier for them to perform their job. $150,000 is an appropriate amount to be used for fixed assets and other supplies. The Senior Volunteer Patrol programs are a valuable resource which benefit communities and allow many seniors to contribute their time and effort to improving public safety. We urge your support for this proposal.
