Subject: Law Enforcement Presence On School Campuses In The Grossmont Union High School District
Summary:
Teachers, parents, students and administrators have requested the presence of full-time law enforcement on each school campus within the Grossmont Union High School District. This presence can make a difference by reaching at-risk kids and being immediately available in case of an emergency.
This action will provide a Deputy on every Grossmont Union High School District campus within the Sheriff's jurisdiction through the remainder of the school year.
Recommendations:
SUPERVISOR DIANNE JACOB AND SHERIFF BILL KOLENDER:
Authorize the Sheriff's Department to commit one full-time Deputy on each Grossmont Union High School District campus within the Sheriff's jurisdiction through the remainder of the school year.
Fiscal Impact:
Total current year cost will be approximately $65,000. The County will be responsible for half of the cost, while the District and the City of Santee will each be responsible for the remaining cost. County funding in the approximate amount of $33,000 will come from existing resources within the Sheriff's FY 00-01 operational budget.
BACKGROUND:
Teachers, parents, students and administrators have requested the presence of full-time law enforcement on each school campus within the Grossmont Union High School District. This presence can make a difference by reaching at-risk kids and being immediately available in case of an emergency. In both incidents at Santana and Granite Hills, law enforcement was present on campus and their quick response prevented further harm by the shooters. More lives could have been lost if it wasn't for their availability and heroic actions.
The County already has an agreement with the Grossmont District for a full-time Deputy at Mount Miguel High School and El Capitan High School. In addition, West Hills High School and Santana High School each have a part-time Deputy. Monte Vista High School, Valhalla High School and Steele Canyon High School do not have a Deputy assigned on campus. Since the incident at Santana High School, all high schools in the District have had full-time law enforcement on campus. This presence must continue through the remainder of the school year. The Deputies at West Hills and Santana must be increased to full-time and Monte Vista, Valhalla and Steele Canyon need a full-time Deputy on campus. A total of five Deputies (four staff years) are needed to provide full-time coverage on campuses within the Grossmont District. The current year cost for these Deputies will be approximately $65,000.
This action will provide a Deputy on every Grossmont District campus within the Sheriff's jurisdiction through the remainder of this school year. The Grossmont District and the City of Santee will assist financially with continuing the law enforcement presence. This is a critical public safety matter that deserves immediate attention.
