SUBJECT: Resolution in support of the President of the United States,
George W. Bush, as he leads America through this time of crisis and sorrow
to victory.
SUMMARY:
Overview
The brutal, cowardly attack by terrorists on our nation on Tuesday, September
11, 2001 has left us individually and corporately shocked and saddened.
The incredible loss of human life is beyond comprehension. In
response to these acts, San Diego County is working closely with federal,
state and local agencies, increasing security measures to protect our
citizens, and their property from any future threats. Many San Diego families
are grieving the loss of loved ones killed or still missing despite the
ongoing brave and self-sacrificing efforts of rescue personnel and volunteers.
It is vital that we maintain our National Resolve; that the American spirit
remains strong; and our Republic preserved. It is in that spirit that
this request is made to approve a
Resolution in support of the President of the United States, George W.
Bush, as he leads America through this time of crisis and sorrow to victory.

1. Approve the
Resolution in support of the President of the United States, George W.
Bush, as he leads America through this time of crisis and sorrow.
2. Direct the CAO
to prepare for the Chairman's signature, letters of support to the President
of the United States and the Governor of California in their efforts to
secure the safety of American citizens.
3. Direct the CAO
to prepare for the Chairman's signature, letters of sympathy to the San
Diego families of victims of these vicious acts.
4. Urge all San Diego
cities to adopt similar Resolutions.
5. Urge all San Diegans
to fly the American flag in support of our nation and in memory of the
victims.

RESOLUTION
(Patterned after the Joint Resolution of the 107th Congress)
WHEREAS, on September
11, 2001, terrorists hijacked and destroyed four civilian aircraft, crashing
two of them into the towers of the World Trade Center in New York City,
and a third into the Pentagon outside Washington, D.C.; and
WHEREAS, thousands
of innocent Americans were killed and injured as a result of these attacks,
including the passengers and crew of the four aircraft, workers and visitors
in the World Trade Center and in the Pentagon, rescue workers, and bystanders;
and
WHEREAS, these attacks
destroyed both towers of the World Trade Center, as well as adjacent buildings,
and seriously damaged the Pentagon; and
WHEREAS, these attacks
were the deadliest terrorist attacks ever launched against the United
States and its citizens, and, by targeting symbols of American strength
and success, clearly were intended to intimidate our Nation and weaken
its resolve:
NOW, THEREFORE, BE
IT RESOLVED that the San Diego County Board of Supervisors *
1. condemns in the
strongest possible terms the terrorists who planned and carried out the
September 11, 2001 attacks against the United States, as well as their
sponsors;
2. extends its deepest
sympathy to the victims of these heinous and cowardly attacks, as well
as to their families, friends, and loved ones;
3. is confident that
the people of the United States will stand united as our Nation recovers
and rebuilds in the aftermath of these tragic acts;
4. commends the heroic
actions of the rescue workers, volunteers, State and local officials who
have and are responding with courage, determination and skill;
5. declares that these
premeditated attacks struck not only at the people of America, but also
at the symbols and structures of our economic and military strength, and
that the United States is entitled to respond under international law;
6. extends its thanks
to those world leaders and individuals who have expressed solidarity with
the United States and joins with the President and the United States Congress
in asking them to stand with the United
States in the war against international terrorism;
7. urges all San Diegans
to fly the American flag in support of our nation and in memory of the
victims;
8. fully supports
the determination of the President, in close consultation with Congress,
to bring to justice and punish the perpetrators of these attacks as well
as their sponsors; fully supports the President of the United States as
he leads our nation in healing and victory.
