Subject: INVESTIGATING THE FEASIBILITY OF COLONIA STATUS FOR TECATE,
U.S.A. (District: 2)
Summary:
The process of the General Plan update will identify development potentials
as well as limitations in Tecate, California. The Tecate Community Sponsor
Group has requested that the County investigate the feasibility of a colonia
designation and its potential to work concurrently with the GP2020 process
to help determine potential land use options for the Tecate area.
Recommendation:
SUPERVISOR DIANNE JACOB:
1. Direct the Chief
Administrative Officer to investigate the feasibility of designating the
Tecate area as a colonia in San Diego County and report back in 90-days
with a recommendation.
Fiscal Impact:
There is no fiscal impact related to this proposal.
BACKGROUND:
Tecate, California is a border community located in southeastern San Diego
County approximately 40 miles east of the city of San Diego. While the
current population is approximately 200, the town's location directly
adjacent to an urban core of about 100,000 people in the city of Tecate,
Mexico creates an urban situation unique from that of surrounding communities.
The process of the
General Plan update will identify development potentials as well as limitations
in Tecate. The Tecate Community Sponsor Group has requested that the County
investigate the feasibility of a colonia
designation and its potential to work concurrently with the GP2020 process
to help determine potential land use options for the Tecate area.
Tecate, California's
unique location may qualify the community for state and federal funding
for studies that would provide more information important to the decision
making process.
I urge your support.
Respectfully submitted,
DIANNE JACOB
Supervisor, Second District
