SUBJECT: Ballot Measure Proposal: Pine Valley Sponsor Group and Campo/Lake Morena Sponsor Group Change to a Planning Group

SUMMARY:
Overview
Members of each the Pine Valley community and the Campo/Lake Morena community have requested to change their appointed Sponsor Groups to elected Planning Groups. This action proposes to let the voters of these two Sponsor Group areas determine whether they wish to remain represented by a Sponsor Group or change to an elected Planning Group.

Recommendation(s)
SUPERVISOR DIANNE JACOB: The Board of Supervisors directs and authorizes:

  1. The Registrar of Voters to conduct separate elections for the Pine Valley Community Planning Area and the Campo/Lake Morena Community Planning Area to determine whether or not the registered voters in each separate planning area want to form a planning group for their community planning area through the elections procedures pursuant to Board of Supervisors Policy I-1; and
  2. The formation of a separate planning group for the Pine Valley Community Planning Area and the Campo/Lake Morena Community Planning Area through elections conducted by the Registrar of Voters pursuant to the procedures of Board of Supervisors Policy I-1, provided that the registered voters of either or both community planning areas vote in favor of the formation of a planning group for their community planning area.

Fiscal Impact
Costs associated with this action can be absorbed within the 2002-03 budget of the Department of Planning and Land Use and the Registrar of Voters.

BACKGROUND:
Local planning is more responsive to local needs if there is a high level of citizen participation in the planning process. Planning and Sponsor Groups are designed to work closely with the local citizenry to advise appropriate County departments and hearing bodies on development proposals, rezones, general plan amendments, and similar matters that impact their planning area. This provides a formal structure for local representation to help guide the course of growth within each planning area.

Sponsor Group membership is obtained through nomination by the current membership of the group and ultimately the approval of the Board of Supervisors. Planning Group members are elected by voters in their respective area through elections held by the County Registrar of Voters.

Members of both the Pine Valley community and the Campo/Lake Morena community have requested to change their Sponsor Groups to elected Planning Groups. A majority vote of the people in each area will determine if this change is desired.

The Pine Valley Sponsor Group represents the communities of Pine Valley, Guatay, and Mount Laguna. The Campo/Lake Morena Sponsor Group represents the communities of Campo, Lake Morena, and Cameron Corners. If these Sponsor Groups change to Planning Groups, each of these communities will have dedicated seats on their respective Planning Group based on population. This is to ensure full neighborhood representation, and is pursuant to Board Policy I-1.

Today's action proposes to let the voters of these two Sponsor Group areas determine whether they wish to remain represented by a Sponsor Group or change to an elected Planning Group.
