SUBJECT: MOBILE HOME ISSUES COMMITTEE
Summary:
Some jurisdictions, such as the cities of El Cajon, Chula Vista, and San
Diego, have a committee appointed by the City Council comprised of park
owners and residents to hear complaints and mediate solutions between
mobile home park residents and owners. There is no such process for unincorporated
area mobile home park residents or owners. Today's action would begin
the process of establishing such a committee for the unincorporated area.
Recommendation:
Chairman Greg Cox and Supervisor Dianne Jacob
1. Direct the Chief Administrative Officer and County Counsel to work
with representatives of mobile home park owners and residents in the unincorporated
area to develop an ordinance creating a Mobile Home Issues Committee,
similar to those for the cities of El Cajon, Chula Vista and San Diego.
2. Return to the Board
in 90 days with a draft ordinance.
Background:
Some jurisdictions, such as the cities of El Cajon, Chula Vista, and San
Diego, have a committee appointed by the City Council comprised of park
owners and residents to hear complaints and mediate solutions between
mobile home park residents and owners. The composition and formal process
for each committee varies. However, in general, the committee is equally
divided between park owners and residents, with one mutually appointed
mediator. Although the committee's actions are not binding, the vast majority
of issues are resolved to everyone's satisfaction.
There is no such committee
or process for park owners or residents of the unincorporated areas. In
addition, San Diego County's mobile home ACCORD ordinance was recently
invalidated by the Court of Appeal.
In the wake of this
decision, the creation of a Mobile Home Issues Committee could help resolve
complaints or issues between mobile home park residents and owners. Today's
action would begin the process of involving park owners and residents
from the unincorporated area to draft such a proposal and return to the
Board for review and adoption.
