SUBJECT: REMOVAL OF TREASURER/TAX COLLECTOR'S NAME FROM TAX COLLECTION

SUMMARY:
Issue/Reference:
County taxpayers are currently instructed to make their annual property
tax payments payable to the order of the specific Treasurer/Tax Collector
in office. Approval of this Board letter will express the Board's support
for the County Treasurer/Tax Collector to instruct taxpayers to make their
payments to the County of San Diego instead of to the specific name of
the Treasurer/Tax Collector.
Recommendation:
SUPERVISOR JACOB AND CHAIRMAN COX
1. Adopt the
attached resolution indicating the Board of Supervisors' support for current
and future Treasurer/Tax Collectors to instruct taxpayers to make their
tax payments payable to the County of San Diego.
2. Direct the Chief
Administrative Officer to notify the Treasurer/Tax Collector of the Board
of Supervisors' adoption of the attached resolution.
Fiscal Impact:
If approved, this request will result in no additional costs or staff
years.
BACKGROUND
San Diego County taxpayers are currently instructed to make their tax
payments payable to the order of the specific Treasurer/Tax Collector
in office. Although there have been no instances of fraudulent activities
taken by the current Treasurer/Tax Collector, the possibility of using
government receipts for individual expenses exists under this current
policy. It is also inappropriate to direct taxpayers to pay their tax
bills to a temporary individual public officeholder instead of to a fixed
government entity such as the County of San Diego.
Therefore, we ask
you to support the attached resolution asking the current and future Treasurer/Tax
Collectors to enact a policy which would allow taxpayers to submit their
tax payments to the County of San Diego instead of to the individual Treasurer/Tax
Collector in office at the time of their payment.
