SUBJECT: Prohibition Of Consumption Of Alcoholic Beverages In Parts
Of Lakeside And Spring Valley
SUMMARY:
The County's regulatory ordinance for alcoholic beverage consumption
prohibition restricts drinking in certain areas of the County. The communities
of Julian, Fallbrook, Rainbow, Harbison Canyon, La Cresta, Borrego Springs,
La Presa, Casa De Oro, Valley Center, Ramona, Fairbanks Ranch and Bonsall
currently have areas that fall under this ordinance.
The intent of the
ordinance is to improve public safety and enhance the quality of life
in communities that have been plagued by persons drinking alcohol in public
areas. Several parts of Lakeside and Spring Valley continue to experience
problems with public drinking. Residents are harassed, vandalism and other
crimes take place, and community character is diminished.
This proposal will
add parts of Lakeside and Spring Valley to the list of areas where alcohol
consumption is prohibited in public areas.

RELATING TO THE PROHIBITION OF CONSUMPTION OF ALCOHOLIC BEVERAGES

BACKGROUND:
The County's regulatory ordinance for alcoholic beverage consumption prohibition
restricts drinking in certain areas of the County. The communities of
Julian, Fallbrook, Rainbow, Harbison Canyon, La Cresta, Borrego Springs,
La Presa, Casa De Oro, Valley Center, Ramona, Fairbanks Ranch and Bonsall
currently have areas that fall under this ordinance.

ordinance is to improve public safety and enhance the quality of life
in communities that have been plagued by persons drinking alcohol in public
areas. Several parts of Lakeside and Spring Valley continue to experience

crimes take place, and community character is diminished. The Spring Valley
COPPS office and the Lakeside Community Revitalization Steering Committee
have requested that the Board take action to address this ongoing problem.
This proposed ordinance
lays out a boundary of public streets in Lakeside and Spring Valley where
public alcohol consumption will be prohibited. In addition, people will
not be able to drink alcohol on the premises of establishments that sell
alcoholic beverages. The ordinance will give law enforcement the ability
to rid these neighborhoods of chronic inebriates.
