SUBJECT: New Restrooms for Julian's Town Center and Multi-use Fields for Lakeside

SUMMARY:
Overview
Today's proposal, if approved, will fund construction of four new restrooms on existing Chamber of Commerce property for public use. It will also grant funding to the Lakeside American Little League for the newly renovated multi-use ballfields in Lakeside.

Recommendations:
SUPERVISOR DIANNE JACOB:
Grant $50,000 to the Julian Chamber of Commerce to fund the construction of new public restroom facilities on existing Chamber of Commerce property. Grant $13,855 to the Lakeside American Little League to complete funding for the newly renovated multi-use ball fields in Lakeside. Authorize the Chief Financial Officer to execute grant agreements with the organizations in items 1 and 2, establishing terms for receipt of the funds described above. Find that the allocations listed above will benefit the public.

Fiscal Impact
The fiscal impact of the proposed recommendation is $63,855. The funding source is FY 2002-2003 District Two Community Projects (0262). This action will result in the addition of no staff years and no future costs.

BACKGROUND:
Anyone who has ever had the pleasure of spending a day in Julian knows how enjoyable and beautiful the area is. On any given weekend day and throughout the fall season, visitors flock to Julian to enjoy the mountain air, the changing leaves, the smell of apple pie which permeates the town, and the feeling that things are just a bit slower, simpler, and purer there. Nearby, some of the best camping in San Diego County can be found in Cuyamaca Rancho State Park, or at William Heise County Park. Local wineries draw visitors throughout the year, and of course, the apple season lures visitors into the area to pick apples and return home with fresh homemade cider and apple pies.

With all the many things to do and enjoy in and around Julian, it is no wonder that the tourist industry thrives in the area. In fact, the tourist industry is one of the most important industries to Julian residents and merchants, and their hospitality to visitors reflects their appreciation for their business.

However, one of the most fundamental needs of the tourist industry has not been met: the need for public restroom facilities. Julian simply does not have enough restroom facilities to meet the demand, and despite valiant efforts of the merchants to provide additional facilities, many tourists are left "heading for the woods" on weekend days or during peak season.

The Julian Chamber of Commerce, in an attempt to rectify this need, has proposed to build four new handicap-accessible restrooms on its property in the center of town. Funding, however, is lacking. Today's action, if approved, will provide $50,000 to the Julian Chamber of Commerce to fund the construction of the public restrooms in Julian.

The Lakeside American Little League has been busy for over a year now on renovations to its ballfields. The transformation of their little league fields has been remarkable, as volunteers and local businesses have donated their time, materials, equipment, and love for their community to sod and irrigate fields, install fences, repair dugouts, put in batting cages, and most recently, create soccer fields for joint use with Lakeside AYSO. Today's action, if approved, will provide the Lakeside American Little League with the final portion of funding for the completed multi-use ballfields.
