SUBJECT: Building Better Youth Sports Fields in Ramona

SUMMARY:
Overview
Today's proposal continues the work of improving youth sports facilities at Well Field Park in Ramona. Two new dugouts, 10 bullpen pitching mounds for five of the fields, and a batting cage will be built. Exterior safety and security lighting will be installed, and lighting and electrical in the Well Field Park boardroom will be upgraded.

Recommendations:
SUPERVISOR DIANNE JACOB:
Grant $33,762 to Ramona Pony Baseball to build 10 dugouts, 10 bullpen pitching mounds, and a batting cage, and to install safety and security lighting and upgrade the wiring in the boardroom at Well Field Park in Ramona. Authorize the Chief Financial Officer to execute a grant agreement with Ramona Pony Baseball, establishing terms for receipt of the funds described above. Find that the allocation listed above will benefit the public.

Fiscal Impact
The fiscal impact of the proposed recommendation is $33,762. The funding source is FY 2002-2003 Community Projects for District 2. This action will result in the addition of no staff years and no future costs.

BACKGROUND:
On May 22, 2001, the Board of Supervisors approved an allocation of $24,000 to Ramona Pony Baseball towards the purchase and installation of sod for the Pop-Warner football field at Well Field Park in Ramona. In just two months, the project was completed, and young football players and cheerleaders were enjoying a softer and safer playing surface, thanks to the dedication and organization of the members of Ramona Pony Baseball.

On September 12, 2001, the Board approved another allocation of $33,056.25 to grade four baseball infields, install new home plates and bases, and replace wooden bleachers with new aluminum bleachers. The project was completed in time for opening day last spring, and the upgrades have been a source of pride for the whole community.

In both instances, the volunteers for Ramona Pony Baseball have made substantial improvements at this community park with little financial assistance. Now, Ramona Pony Baseball plans to build 10 dugouts, 10 bullpen pitching mounds, and a batting cage. They will also install safety and security lighting and upgrade the wiring in their boardroom, which is over 20 years old. With the approval of $33,762 today, Ramona's up-and-coming baseball players can enjoy even more upgrades to their park when they come out to play this 2003 season.
