SUBJECT: Improving State Route 67
Summary:
Approval of this item would formalize the Board of Supervisors' request
to include the widening of State Route 67 between the future State Route
52 and Dye Road in the Revenue Constrained section of the MOBILITY 2030
Regional Transportation Plan and request that SANDAG immediately allocate
funding to conduct the necessary Project Study Report for the improvements.
Recommendations:
VICE-CHAIRWOMAN JACOB AND SUPERVISOR ROBERTS
Direct the Chief Administrative Officer to draft a letter for the Chairman's
signature to the San Diego Association of Governments (SANDAG) requesting
that the widening of State Route 67 between the future State Route 52
and Dye Road be included in the Revenue Constrained section of the MOBILITY
2030 Regional Transportation Plan and requesting that SANDAG immediately
allocate funding to conduct the necessary Project Study Report for the
improvements.
Fiscal Impact:
This action can be performed within the existing budget.
BACKGROUND
State Route 67, a major north-south corridor for the San Diego region
which is used by numerous commuters as an alternative to Interstate 15,
currently operates at a Level of Service F. This mostly two-lane freeway
is projected to become more congested with the completion of State Route
52.
On April 13, 1999,
the Board of Supervisors unanimously supported giving priority attention
to funding several local highways including State Route 67. On November
16, 2002, the San Diego Association of Governments Routes 67/125 Corridor
Study Policy Advisory Committee unanimously approved several recommendations
to improve the State Route 67 corridor. These recommendations included
maintaining in the Regional Transportation Plan the widening of State
Route 67 to a six-lane freeway between the future State Route 52 and Mapleview
Street and the widening of State Route 67 to a four-lane conventional
highway between Vigilante Road and Dye Road.
Although the Draft
MOBILITY 2030 Regional Transportation Plan includes State Route 67 improvements
in the Reasonably Expected Revenue Scenario section, these improvements
should be included in the Plan's Revenue Constrained section. This action,
along with the immediate funding of the necessary Project Study Report
for the improvements, would ensure that the critical improvements to this
Level of Service F road will occur.

your support for improving this regionally important north-south highway.
