SUBJECT: EXPANSION OF DESCANSO LIBRARY AND INSTALLATION OF ARTIFICIAL GRASS FIELD AT HELIX HIGH SCHOOL

SUMMARY:
Overview
Today's action will provide funding for a 500 square-foot addition to the Descanso Library. It will also provide
matching funds to install an artificial grass field at Helix High School.

Recommendations:
VICE CHAIRWOMAN DIANNE JACOB:

  1. Find that the allocations for the Descanso Library project and the Helix High School project are exempt from the California Environmental Quality Act pursuant to CEQA Guidelines section 15301.
  2. Transfer appropriations of $24,000 from the District Two Community Projects budget (Org. 0262) to Contributions to Capital Outlay Fund (Operating Transfers Out) for expansion of the Descanso Library.
  3. Establish appropriations in the amount of $24,000 in the Library Capital Outlay Fund for Capital Project KL3460, Descanso Library Expansion, based on an Operating Transfer from the General Fund (4 VOTES).
  4. Allocate $261,250 from the District Two Community Projects budget (Org. 0262) to the Grossmont Union High School District to install artificial grass on the football field at Helix High School.
  5. Authorize the Chief Financial Officer to execute a grant agreement with the organization in item 4 listed above, establishing terms for receipt of the funds described above.

Find that all grant awards described above have a public purpose.

Fiscal Impact
The fiscal impact of the proposed recommendation is $285,250. The funding sources are FY 2003-2004 Community Projects for District Two. This action will result in the addition of no staff years and no future costs.

BACKGROUND
Back in 1997, the Descanso Library was one of the smallest in the County, with only 192 square feet. In May of that year, a new library opened, ten times the size of the old one. Naturally, the library has since become very popular with the community. However, the increased usage has created the need for even more space. On June 11, 2003, the Board of Supervisors approved $152,000 in District Two Community Projects funds to construct a 500 square foot addition, which would be comprised of a community room and additional restroom for the library. Today's action will complete funding for construction of the Descanso Library addition.

On July 30, 2002, the Board of Supervisors allocated District Two Community Projects funds toward the installation of an artificial grass field at Grossmont High School in La Mesa. The new field is the largest of its kind in San Diego County, providing 91,000 square feet of safe, long-lasting, virtually maintenance-free turf for the football, soccer, lacrosse, and field hockey teams at Grossmont High, and is usable by community leagues after school hours.

It did not take long for other high schools to follow Grossmont's lead. Helix High School in La Mesa has taken the initiative to locate grant money and other sources of funding to provide half the cost of installing a 66,000 square foot artificial grass field at the home of the Helix Highlanders. Today's action will provide matching funds in the amount of $261,250 toward the total cost of $522,500 for their field.

By providing quality educational and recreational opportunities for youth and adults in our communities, everyone benefits. I look forward to seeing these projects completed, and I urge your support!
