TO: Board of Supervisors
SUBJECT: Traffic Safety in the Ramona Acres Community

SUMMARY:
Reference
The Ramona Acres community is a quiet residential neighborhood, linked together by private dirt roads and a shared appreciation of a rural environment. Unfortunately, an escalation in reckless driving and off road vehicle activity is causing a significant disturbance in the community. Residents are frustrated because they live on private roads, where law enforcement doesn't have the authority to enforce the vehicle code.

The San Diego County Sheriff's Department has been working with the community to address several issues in the area, including problems with speeding and off road vehicles. One solution that has been proposed is adopting an ordinance that will allow the Sheriff's Department to enforce traffic regulations on the private roads in the Ramona Acres community. Allowing the enforcement of the vehicle code will go a long way towards improving the traffic safety in the area.

Recommendations
VICE CHAIRWOMAN DIANNE JACOB

  1. Direct the Chief Administrative Officer, while working with County Counsel and appropriate County departments, to draft an ordinance that will allow the enforcement of traffic regulations in the Ramona Acres community, and return to the Board within 45 days for consideration.
  2. Direct the Chief Administrative Officer to determine the appropriate speed limit on roads in the Ramona Acres community, and return to the Board within 45 days with a proposed speed limit.

Fiscal Impact
No fiscal impact will result from these actions.
