SUBJECT: Adoption of Resolution Declaring Friday, June 11, 2004 a County Holiday to Observe the National Day of Mourning in Honor of the Memory of Ronald Reagan, the Fortieth President of the United States.

SUMMARY:
On June 5, 2004, President Ronald Wilson Reagan, the fortieth President of the United States, and thirty-third Governor of the State of California, died at his home in California. In honor and tribute to the memory of President Ronald Reagan, the President of the United States has declared Friday, June 11, 2004 a National Day of Mourning. This letter requests the Board of Supervisors, in honor of the memory of President Reagan, adopt a resolution declaring Friday, June 11, 2004 a County holiday to observe the National Day of Mourning.

Adopt the Resolution Declaring Friday, June 11, 2004 a County Holiday to Observe the National Day of Mourning in Honor of the Memory of Ronald Reagan, the Fortieth President of the United States.

BACKGROUND
President Ronald Wilson Reagan, fortieth President of the United States, and thirty-third Governor of California, died the fifth day of June, 2004.

President Reagan was a hero to not just San Diegans, Californians and Americans but to citizens of the world.
His leadership won the Cold War and his faith in this country led to a new era of optimism and patriotism throughout the United States.

The President of the United States, George W. Bush, declared Friday, June 11, 2004 a National Day of Mourning throughout the United States for the American people to pay homage to the memory of President Ronald Reagan.

The Governor of the State of California, Arnold Schwarzenegger, has by proclamation declared Friday, June 11, 2004 a day of remembrance of the extraordinary life of President Reagan, and has authorized state executive branch employees to be off work on June 11, 2004.

Pursuant to County of San Diego Administrative Code section 57, the Board of Supervisors is authorized to declare a County Holiday and to direct the closure of County offices.

The Board of Supervisors, by this resolution, declares Friday, June 11, 2004 a County Holiday to Observe the National Day of Mourning in Honor of the Memory of Ronald Reagan, the Fortieth President of the United States. The Board of Supervisors, by this resolution, also authorizes the closure of County offices on June 11, 2004, except where the heads of County departments and offices determine that such offices shall be open to the public to respond to emergencies and maintain necessary services to the public.

RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN DIEGO DECLARING FRIDAY, JUNE 11, 2004 A COUNTY HOLIDAY TO OBSERVE THE NATIONAL DAY OF MOURNING IN HONOR OF THE MEMORY OF RONALD REAGAN, THE FORTIETH PRESIDENT OF THE UNITED STATES

WHEREAS, President Ronald Wilson Reagan, fortieth President of the United States, and thirty-third Governor of California, died the fifth day of June, 2004; and

WHEREAS, the President of the United States, George W. Bush, has by executive order directed that executive departments, independent establishments, and other federal governmental agencies be closed on Friday, June 11, 2004, as a mark of respect for former President Reagan; and

WHEREAS, President Bush has appointed Friday, June 11, 2004 a National Day of Mourning throughout the United States for the American people to pay homage to the memory of Ronald Reagan; and

WHEREAS, the Governor of the State of California, Arnold Schwarzenegger, has by proclamation declared Friday, June 11, 2004 a day of remembrance of the extraordinary life of President Reagan, and has authorized state executive branch employees to be off work on June 11, 2004; and

WHEREAS, pursuant to County of San Diego Administrative Code section 57, the Board of Supervisors is authorized to declare a County Holiday and to direct the closure of County offices;

NOW THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of San Diego hereby declares Friday, June 11, 2004 a County Holiday to Observe the National Day of Mourning in Honor of the Memory of Ronald Reagan, the Fortieth President of the United States.

BE IT FURTHER RESOLVED that the Board of Supervisors authorizes the closure of County offices on June 11, 2004, except where the heads of County departments and offices determine that such offices shall be open to the public to respond to emergencies and maintain necessary services to the public.
