SUBJECT: A Model Fire Protection and Emergency Medical Service System in San Diego County

SUMMARY:
On May 18, 2004, the Board of Supervisors took action to support in principle the regionalization of fire protection and emergency medical services, and authorize the Chief Administrative Officer to assist the Local Area Formation Commission (LAFCO), the County Fire Chiefs' Association and the Task Force on Fire Protection and Emergency Medical Services in developing a model fire protection and emergency medical service system in San Diego County. With the assistance of small coalition of fire officials, the Executive Director of the Task Force and LAFCO will determine the needs of the region and develop a proposal for long-term stable funding from existing property tax dollars.

With LAFCO and the Task Force Executive Director as the lead in facilitating this effort, fire protection agencies can expect a thorough and impartial course of action. $50,000 in funding is needed to offset LAFCO's cost for carrying out the Board's direction. Securing funding is critical to making certain that a comprehensive report is swiftly completed, while relieving County staff from the burden of carrying out this tedious undertaking.

Recommendation
CHAIRWOMAN DIANNE JACOB AND SUPERVISOR BILL HORN
Direct the Chief Administrative Officer to identify $50,000 in funding to offset LAFCO's cost for determining the fire and emergency medical service needs of the region and developing a model fire protection system for San Diego County.

Fiscal Impact
Fiscal impact will be $50,000 from the FY 2004-2005 budget.
