TO: Board of Supervisors
SUBJECT: Investing in East County Children, Families
and Seniors
SUMMARY:
As we approach the season of giving and showing gratitude, it is important
to recognize those in our local communities who give their time and energy
to help others. The two groups mentioned below have made contributions
that assist or provide opportunities to others, from children to seniors.
This action will grant Community Projects funds to these organizations
to assist them in their efforts.
Recommendations:
CHAIRWOMAN DIANNE JACOB
- Allocate $600 from the District Two Community Projects budget (Org.
0262) to the Salvation Army of El Cajon to provide Thanksgiving meals
to seniors on November 23, 2004.
- Allocate $9,582.17 from the District Two Community Projects budget
(Org. 0262) to the La Mesa-Spring Valley School District for the purchase
and installation of a central water pressure pump to irrigate the grass
fields at Rancho Elementary School in Spring Valley.
- Authorize the Chief Financial Officer to execute grant agreements
with the organizations in items 1 and 2, establishing terms for receipt
of the funds described above.

Fiscal Impact
The fiscal impact of the proposed recommendation is $10,182.17.
The funding source is FY 2004-2005 District Two Community Projects (Org.
0262). This action will result in the addition of no staff years and no
future costs.
BACKGROUND:
As we approach the season of giving and showing gratitude, it is important
to recognize those in our local communities who give their time and energy
to assist and provide opportunities for others. Among the many groups
who give to their community, two are recognized today for their efforts.
The El Cajon Salvation Army is an anchor in the community, providing
many essential services and opportunities to low income East County seniors.
The Salvation Army has requested $600 to fund 200 Thanksgiving meals to
area senior citizens. This will provide an opportunity for many seniors,
who may not otherwise have a Thanksgiving meal, to socialize and celebrate
the holiday over a hot turkey dinner and pumpkin pie.
In June 2003, the Board of Supervisors approved $89,400 toward a major
upgrade of five soccer fields and one baseball field at Rancho Elementary
School in Spring Valley. Today's action will allocate $9,582.17 to the
La Mesa-Spring Valley School District for the purchase and installation
of a central water pressure pump to irrigate the grass fields at Rancho
Elementary School. The maintenance of these fields will provide countless
hours of safe recreation for many children living in the Spring Valley/Lemon
Grove area.
I urge your support.
Respectfully submitted,
DIANNE JACOB
Chairwoman
