SUBJECT: Allocation of District Two Community Projects Funds

SUMMARY:
Several communities in East County have demonstrated a need for improvements to their recreational or operational facilities. The groups mentioned below have made contributions that assist or provide opportunities to others, from children to seniors. This action will grant Community Project funds to these organizations to assist them in their efforts.

RECOMMENDATIONS:
Supervisor Dianne Jacob:

  1. Find that the allocation to the Mountain Empire Little League is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15304.
  2. Allocate $10,000 from the District Two Community Projects fund (Org. 0262) to the Mountain Empire Little League to be used to partner with the San Diego Padres for the completion of a Little Padres Park in Campo.
  3. Transfer appropriations of $717,089.35 from District Two Contribution to Community Projects to Contributions to Capital Outlay Fund, Operating Transfer Out, to provide funds for the Lakeside Sports Park project.
  4. Establish appropriations of $717,089.35 in the Capital Outlay Fund for Capital Project 1005334, Lakeside Sports Park, based on an Operating Transfer from the General Fund.
  5. Allocate $32,500 from the District Two Community Projects fund (Org. 0262) to the Salvation Army of East San Diego County to be used toward the purchase of a recreational vehicle for the purpose of a mobile office.
  6. Authorize the Chief Financial Officer to execute a grant agreement with the organizations listed above, establishing terms for receipt of the funds described above.
  7. Find that these grant awards have a public purpose.

FISCAL IMPACT:
The fiscal impact of these recommendations is $759,589.35. The funding source is FY 04-05 District Two Community Projects. This action will result in the addition of no new staff years and no future costs.

BACKGROUND:
The Mountain Empire Little League brings in young baseball players from Pine Valley, Descanso, Boulevard, Jacumba, Potrero, and Campo. A few years ago, barely 100 youth were playing for the league. Now they are over 400 children strong, and their numbers will continue to grow. In an effort to provide backcountry athletes with the best possible sports facilities, the San Diego Padres have committed to partner with the County to complete a Little Padres Park for the Mountain Empire Little League. Today's allocation of $10,000 to the Mountain Empire Little League will be used to partner with the San Diego Padres for the completion of a Little Padres Park in Campo.

Lakeside residents overwhelmingly support the idea of having a beautiful sports park that would be home to the Lakeside National Little League, and that could host tournaments and serve the entire East County region. Today's action will transfer $717,089.35 from the District Two Community Projects fund to the Capital Outlay Fund (Operating Transfers Out) for the Lakeside Sports Park project for the eventual construction of the sports park. This action only allocates funding into an account. No construction will occur until the appropriate environmental review has been completed and the appropriate CEQA findings have been made.

The Salvation Army's Back Country Social Services Program has been providing services to needy people living in the back country of San Diego County for twenty years. The program is based out of Pine Valley, and serves an area of 2,500 square miles, including the small rural communities of Descanso, Guatay, Mt. Laguna, Campo, Jacumba, Boulevard, Potrero and Tecate. With the exception of once a month visits to each community to deliver food commodities, people must visit the Pine Valley office for assistance. For those in need of assistance, visiting the Pine Valley office is sometimes impossible due to transportation problems and the rising cost of gas. The purchase of a recreational vehicle would allow for a mobile office that the Salvation Army could drive to each of these rural communities to bring assistance to the people who need it most. Today's allocation of $32,500 to the Salvation Army of East San Diego County will provide the additional funding needed to purchase a recreational vehicle to be used as a mobile office for the Salvation Army.
