SUBJECT: ESTABLISHING A DESIGN REVIEW BOARD FOR THE COMMUNITY OF JAMUL
SUMMARY
The Design Review process is one of several review procedures used by both the County and communities in the unincorporated area of San Diego to protect the public welfare and environment. The process is a comprehensive evaluation of those characteristics of a development which have an impact on neighboring properties and the community as a whole.
The residents of Jamul share a strong and passionate feeling about the quality of their community’s rich history, natural setting and rural character. In addition, the Jamul/Dulzura Community Planning Group has requested that the Board of Supervisors establish a Design Review Board for the Jamul area. The Planning Group’s desire to have a Design Review Board will allow community involvement through recommendations to the County for future development proposals and whether those proposals conform to the design guidelines. Having a Design Review Board in place will be an asset towards future development, protecting the rural community and retaining the quality of life in Jamul.
RECOMMENDATIONS
SUPERVISOR DIANNE JACOB:
- Direct the Chief Administrative Officer (CAO) to bring back an ordinance amending Section 396.10 of the County Administrative Code to create a Design Review Board and to prepare Design Guidelines for the community of Jamul.
- Refer the associated costs of this action to the CAO Operational Plan Fiscal Years 2006-07 and 2007-08.
Fiscal Impact
The fiscal impact of this action will be reviewed during budget.
BACKGROUND:

Design Review makes a careful examination of a project’s quality of site planning, architecture, landscape design and important details such as signage and lighting. The purpose is to ensure that every new development will carefully consider the community context in which it takes place and make a conscientious effort to develop a compatible relationship to the natural setting, neighboring properties and community design goals.
