SUBJECT: INVESTIGATING THE FEASIBILITY OF OBTAINING LAND
FOR ACTIVE RECREATION IN EAST COUNTY
SUMMARY:
Overview
Today’s proposal will direct the Chief Administrative Officer to
investigate the feasibility of acquiring suitable locations for active
recreation in East County, as well as identify potential sources of funding
for land acquisition.
Recommendations:
SUPERVISOR DIANNE JACOB:
- Find that the project is exempt from the California Environmental
Quality Act (CEQA) pursuant to CEQA Guidelines section 15262.
- Direct the Chief Administrative Officer to investigate the feasibility
of acquiring suitable locations for active recreation in East County.
- Direct the Chief Administrative Officer to identify potential sources
of funding for land acquisition for active recreation in East County.
Fiscal Impact
There is no fiscal impact related to this proposal.
BACKGROUND:
It is well known that when children are provided with opportunities to
play sports, they are less likely to experiment with drugs, join gangs
or become obese and more likely to stay out of trouble, succeed in school
and stay healthy.
District Two has no shortage of sports teams, but it certainly does have
a shortage of sports fields. Youth sports team enrollments are constantly
on the rise, yet it is increasingly difficult to find enough hours in
a day or enough fields in an area to accommodate the demand.
One example of a location for a potential first-class soccer facility
in Lakeside is on Moreno Avenue. Approximately 15 acres of undeveloped
land owned by the Lakeside School District could provide a central location
for soccer fields that would benefit leagues throughout the community.
Today’s action will direct the Chief Administrative Officer to investigate
the feasibility of acquiring suitable locations for active recreation
in East County, as well as identify potential sources of funding for land
acquisition.
