SUBJECT: Allocation of District Two Community Project Funds
SUMMARY:
Several communities in East County have demonstrated a need for improvements to their community or recreational facilities, and have shown that they are prepared to work together with other jurisdictions and community members to provide their communities with opportunities to stay active. This action will provide funds to several organizations to improve community or recreational facilities in East County.
RECOMMENDATIONS:
Supervisor Dianne Jacob:
- Allocate $8,500 from the District Two Community Project Fund to the Cajon Valley Union School District to assist with the purchase of a digital marquee for Hillsdale Middle School in El Cajon.
- Find that the allocation to the Grossmont Union High School District is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15301.
- Allocate $450,000 from the District Two Community Project Fund to the Grossmont Union High School District to install a synthetic turf football field and an all-weather track at Valhalla High School in El Cajon.
- Transfer appropriations of $50,000 from the District Two Community Projects budget to Contributions to Capital Outlay Fund (Operating Transfer Out) for environmental documentation costs related to Stowe Trail.
- Establish appropriations of $50,000 in the Capital Outlay Fund for Capital Project 1006952, Stowe Trail Acquisition, based on an Operating Transfer from the General Fund.
- Allocate $25,000 from the District Two Community Project Fund to the Spring Valley Chamber of Commerce to partner with Caltrans on a beautification project for State Route 94 that will include the purchase of planting materials to be used along SR94 from Bancroft Drive to Avocado Boulevard.
- Allocate $2,500 from the District Two Community Project Fund to Lake Murray Little League to assist with the purchase of a new scoreboard.
- Authorize the Chief Financial Officer to execute a grant agreement with the organizations listed above establishing terms for receipt of the funds described above.
- Find that these grant awards have a public purpose.
FISCAL IMPACT:
The fiscal impact of these recommendations is $536,000. The funding source is FY 06-07 District Two Community Projects. This action will result in the addition of no new staff years and no future costs.
BACKGROUND:
The Hillsdale Middle School has worked hard to raise the funds needed to purchase a digital marquee that will allow the school to communicate with the community as well as enhance the entry of their campus. Today’s action will allocate $8,500 from the District Two Community Projects fund to the Cajon Valley Union School District to assist with the purchase of a digital marquee for Hillsdale Middle School in El Cajon.
The track and football field at Valhalla High are in disrepair and in need of replacement. Today’s allocation of $450,000 from the District Two Community Projects fund to the Grossmont Union High School District will be used to install a synthetic turf football field and an all-weather track at Valhalla High School in El Cajon.
On May 17, 2005, the Board of Supervisors approved $182,500 from the District Two Community Projects fund for due diligence necessary before the County can take title to approximately 230 acres of land that includes the historic Stowe Trail that links the County’s Goodan Ranch and Sycamore Canyon preserves and Mission Trails Park. Today’s allocation of $50,000 from the District Two Community Projects fund will be used for environmental documentation costs related to the Stowe Trail project.
The community of Spring Valley has diligently worked with Caltrans to develop a plan to beautify State Route 94. Today’s allocation of $25,000 to the Spring Valley Chamber of Commerce will be used to partner with Caltrans on a beautification project for State Route 94 that will include the purchase of planting materials to be used along SR94 from Bancroft Drive to Avocado Boulevard.
Lake Murray Little League serves close to 200 youth in La Mesa. The League has successfully raised $2,500 to be used toward the purchase of a new scoreboard. Today’s allocation of $2,500 from the District Two Community Project fund to Lake Murray Little League will be used as a matching grant to assist with the purchase of a new scoreboard for Lake Murray Little League in La Mesa.
