SUBJECT: Supporting Little Leaguers and a Cherished East County Organization              

SUMMARY:
Several organizations in East County have demonstrated a need for improvements to their community and/or recreational facilities, and have shown that they are prepared to work together with other jurisdictions and community members to provide these opportunities. This action will provide funds to several organizations to improve community and/or recreational facilities in East County. 

RECOMMENDATIONS:
Supervisor Dianne Jacob:

  1. Find that the allocations to the Rolando Little League and St. Madeleine Sophie’s Center are exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15301. 
  2. Allocate $30,000 from the District Two Community Project Fund to Rolando Little League to assist with the completion of “The Zone,” a new, multi-use team facility for all levels of play. 
  3. Allocate $5,000 from the District Two Community Project Fund to Lakeside American Little League to assist with the purchase of tarps to protect the league’s new clay infields.
  4. Allocate $48,265 from the District Two Community Project Fund to St. Madeleine Sophie’s Center to assist with the construction of comfort stations at the Center’s El Cajon campus.
  5. Authorize the Chief Financial Officer to execute a grant agreement with the organizations listed above establishing terms for receipt of the funds described above. 
  6. Find that these grant awards have a public purpose.

FISCAL IMPACT:
The fiscal impact of these recommendations is $83,265.  The funding source is FY 06-07 District Two Community Projects. This action will result in the addition of no new staff years and no future costs.                                               

BACKGROUND:
Rolando Little League has provided baseball and softball opportunities to the youth of La Mesa, Lemon Grove and San Diego for more than 50 years.  Today’s allocation of $30,000 to Rolando Little League will assist with the completion of “The Zone,” a new, multi-use team facility for all levels of play.  “The Zone” will include a 60-foot dual pitching and infield practice area, a 54-foot batting tunnel with a stationary pitching machine, 4 soft-toss/batting cages and a picnic area for team parties and gatherings. The project will also include an ADA ramp and walkway to make the facility more accessible, new dugout rooftops, upgrades to the snack bar and protective overhead nets/shading for the playground and bleacher areas.

Countless volunteers have worked hard over the years to provide upgrades to the Lakeside American Little League facility.  The latest improvements include new clay infields.  Today’s allocation of $5,000 to Lakeside American Little League will assist with the purchase of tarps that will be used to protect the league’s new clay infields.

St. Madeleine Sophie's Center has been working to empower adults with developmental disabilities to discover, experience and realize their full potential as members of the greater community since 1966.  While the programs offered at St. Madeleine Sophie’s Center have progressed with time, the facility has not.  Today’s allocation of $48,265 from the District Two Community Project Fund to St. Madeleine Sophie’s Center will be used to assist with the construction of comfort stations at the Center’s El Cajon campus.
