SUBJECT: Allocation of District Two Community Project Funds      

SUMMARY:
Several organizations in East County have demonstrated a need for improvements to their community and/or recreational facilities, and have shown that they are prepared to work together with other jurisdictions and community members to provide these opportunities. This action will reallocate funds to Montgomery Middle School to improve their recreational facility in East County.

RECOMMENDATIONS:
Supervisor Dianne Jacob:

  1. Change the purpose of the May 18th, 2004 allocation of $82,000 to the Granite Hills High School Booster Club from constructing an athletic storage/office facility at Montgomery Middle School to resurfacing the pool at Montgomery Middle School.
  2. Authorize the Chief Financial Officer to amend the grant agreement accordingly.
  3. Find that this grant award has a public purpose.  

FISCAL IMPACT:
There is no fiscal impact.  The funding source is previously allocated FY 03/04 District Two Community Projects.

BACKGROUND:
In El Cajon, Montgomery Middle School enjoys an asset that few schools have: an on-campus pool.  This pool is used by Montgomery Middle School students, but many other organizations also rely on this pool such as the swim team at Granite Hills High School, the Heartland Swim Club, Boys Eagle Club Team, Girls Eagle Club Team, San Diego Shores Water polo, Heartland Swim Association, and community public swim time. 

In 2004, the County of San Diego allocated $82,000 for the construction of a multi-purpose room adjacent to the pool to meet the various needs of the community, such as storage, team meetings, and office space for coaches. 

Unfortunately, the pool is in a very poor condition, and has to be resurfaced to continue to be used.  Without a pool, an adjacent multi-purpose room would serve no purpose.  Therefore, the school district has requested that the funds be reallocated towards resurfacing of the pool so this facility will continue to be available to the community.
