SUBJECT: Allocation of District Two Community Project Funds

SUMMARY:
Several organizations in East County have demonstrated a need for improvements to their community and/or recreational facilities, and have shown that they are prepared to work together with other jurisdictions and community members to provide these opportunities. This action will provide funds to several organizations to improve community and/or recreational facilities in East County.

RECOMMENDATIONS:
Supervisor Dianne Jacob:

  1. Allocate $40,000 from the District Two Community Project Fund to Catholic Charities to assist with the purchase of a new Hot Shot truck to be used to deliver meals to seniors in East County, on the condition that the truck will revert to the County if Catholic Charities ceases to participate in the meal delivery program in East County.
  2. Allocate $25,000 from the District Two Community Project Fund to the Rancho San Diego Norsemen Pop Warner football league to assist with the purchase of uniforms, equipment, and to pay for National Pop Warner one-time new league initiation fee and insurance.
  3. Find that the allocations to the Cajon Valley Union and La Mesa-Spring Valley School Districts, the Pacific Southwest Railway Museum, the Olaf Wieghorst Museum and the Maine Avenue Revitalization Association are exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15301.
  4. Allocate $11,202 from the District Two Community Project Fund to the La Mesa-Spring Valley School District to assist with the construction cost to install a new playground and to purchase equipment for the playground at Fletcher Hills Elementary School in El Cajon. 
  5. Allocate $26,948 from the District Two Community Project Fund to Lakeside Longhorns Football and Cheer to assist with the purchase of a new trailer snack bar, a pretzel warmer, popcorn machine, and a hot dog roller grill.
  6. Allocate $45,000 from the District Two Community Project Fund to Cajon Valley Union School District to assist with the construction costs to install a new playground and to purchase equipment for the playground at Flying Hills Elementary School in El Cajon. 
  7. Allocate $5,000 from the District Two Community Project Fund to the Pacific Southwest Railway Museum to install railing and fencing at the Campo Depot.
  8. Allocate $5,000 from the District Two Community Project fund to the Olaf Wieghorst Museum to be used for further work on the patio’s landscaping near the house and improvements to the grounds to make public access easier.
  9. Allocate $6,000 from the District Two Community Project fund to the Maine Avenue Revitalization Association to assist small business owners in Lakeside to upgrade their substandard electrical boxes and wires during the under-grounding of utilities project.
  10. Allocate $5,000 from the District Two Community Project fund to the San Diego Business Health Care Connection to support their outreach services for public and private health care coverage options.
  11. Allocate $1,305.12 from the District Two Community Project Fund to the Motor Transport Museum in Campo to assist with the purchase of descriptive signs to be installed on the museum artifacts outside the museum. 
  12. Establish appropriations of $136.50 in the Community Projects budget (15655) based on the return of the unused portion of the May 18th, 2005 (23) allocation of $23,000 to La Mesa National Little League, so the funds can be reallocated to current year projects. 
  13. Authorize the Chief Financial Officer to execute a grant agreement    with the organizations listed above establishing terms for receipt of the funds described above and to make minor amendments to the agreements that are consistent with the general purpose of the grant but do not increase the grant. 
  14. Find that these grant awards have a public purpose.  

FISCAL IMPACT:
The fiscal impact of these recommendations is $170,455.12.  The funding source is FY 06-07 District Two Community Projects. This action will result in the addition of no new staff years and no future costs.                

BACKGROUND:
Catholic Charities provides the Senior Nutrition program in La Mesa, Spring Valley and Lemon Grove.  Today’s allocation of $40,000 from the District Two Community Project Fund to Catholic Charities will assist with the purchase of a new Hot Shot truck to be used to deliver meals to seniors in East County.  In the event that Catholic Charities no longer participate in the meal delivery program in East County, the truck will revert back to the County’s ownership. 

The Rancho San Diego Norsemen Pop Warner is a brand new football league with an already full player roster of over 200 kids, located at Valhalla High School.  The League has successfully raised $33,600 through their fundraising efforts.  Today’s allocation of $25,000 from the District Two Community Project Funds will assist the league with the purchase of new uniforms, equipment, and to pay for National Pop Warner one-time new league initiation fees and insurance cost. 

The playground at Fletcher Hills Elementary kindergarten consists of pieces of equipment that date back to when the school was built 56 years ago that do not comply with ADA regulations.  As many as 100 children use the playground at the same time.  Today’s allocation of $11,202 from the District Two Community Project Funds will assist the La Mesa- Spring Valley School District to install a new playground at the school.  The kindergartners selected the playground equipment themselves.  Fletcher Hills has in addition, successfully raised $42,172 for this project through their own fundraising efforts.

Lakeside Longhorns Football and Cheer is a non-profit organization dedicated to youth sports in Lakeside.  Last year the organization had 250 football players and more than 100 cheerleaders and anticipates an increase in registration this year.  One of the main sources of income is generated through the snack bar and the current snack bar is in serious need of repair.  Today’s allocation of $26,948 from the District Two Community Project Funds will assist Lakeside Longhorns Football and Cheer with the purchase of a new trailer snack bar, a pretzel warmer, popcorn machine, and a hot dog roller grill.

Flying Hills Elementary School playground is in dire need of an upgrade.  Currently 540 students stand in line daily to utilize the few pieces of equipment that are available to them.  In addition, the playground does not comply with ADA regulations.  The playground is also widely used by the community during the weekends.  Flying Hills has successfully raised $12,104 for this project, and today’s allocation of $45,000 from the District Two Community Project Funds will assist the Cajon Valley Union School District with the installation of a new playground.

The Pacific Southwest Railway Museum, located in Campo, runs weekend excursions on portions of the San Diego and Arizona Railway utilizing actual vintage equipment. The Museum is run by volunteers, who are responsible for every phase of its operation, and a Federal Railroad Administration approved training program is utilized to safely train brakemen, conductors, fireman and engineers. The facility is home to more than eighty major pieces of railroad equipment, with many of the pieces in various stages of restoration by the volunteers. Today’s allocation of $5,000 from the District Two Community Projects Funds to the Pacific Southwest Railway Museum will be used to install railing and fencing at the Campo Depot.

The Olaf Wieghorst Museum and Western Heritage Center located in El Cajon, has preserved the first California home of Olaf Wieghorst, famed artist known for his magnificent portrayals of the nineteenth century American West.  Today’s allocation of $5,000 from the District Two Community Project Fund to the Museum will be used for further work on the patio’s landscaping near the house and improvements of the grounds to make public access easier.

The Maine Avenue Revitalization Association has been a very successful component in the efforts to beautify and clean up Maine Avenue and side streets in Lakeside.  Today’s allocation from the District Two Community Projects Fund of $6,000 will assist small business owners with the upgrade of substandard electrical boxes and wires during the under-grounding of utilities project.

The San Diego Business Healthcare Connection serves as a resource center for the San Diego business community for health coverage information, assistance and referral services.  Today’s allocation from District Two Community Project Funds of $5,000 will assist the San Diego Business Healthcare Connection with their efforts to serve as a resource for the San Diego business community.  Over 20,000 businesses have received important health coverage services from the San Diego Business Healthcare connection.

Today’s allocation of $1,305.12 from the District Two Community Project Funds to the Motor Transport Museum will assist the museum with the purchase of descriptive signage to be installed on the museum’s artifacts outside the building.  These signs will be sun and waterproof for visitors to read historical information that the museum has gathered.  The Motor Transport Museum is a focal point in Campo and is one of three museums in the Campo area that see visitor numbers increase every year.
