SUBJECT: Allocation of District Two Community Project Funds

SUMMARY:
Several organizations in East County have demonstrated a need for improvements to their community and/or recreational facilities, and have shown that they are prepared to work together with other jurisdictions and community members to provide these opportunities. This action will provide funds to several organizations to improve community and/or recreational facilities in East County.

RECOMMENDATIONS:
Supervisor Dianne Jacob:

  1. Find that the allocation in recommendation 5 is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines sections 15301 and 15302.
  2. Allocate $350,000 from the District Two Community Project Fund to the Grossmont Union High School District to reimburse the district for some of the costs to install synthetic turf on the football field at Santana High School in Santee.
  3. Allocate $350,000 from the District Two Community Project Fund to the Grossmont Union High School District to reimburse the district for some of the costs to install synthetic turf on the football field at Steele Canyon High School in Jamul.
  4. Allocate $27,000 from the District Two Community Project Fund to Helix Charter High School in La Mesa to pay for outstanding costs for the resurfacing of the tennis courts.
  5. Amend the purpose of the June 20, 2006, allocation of $34,120 to the Mountain Health and Community Services to include assisting with costs for turf installation at the Little League field in Campo, preparing the soil for turf installation and purchasing equipment for the installation and a storage unit for the equipment.  Authorize the Chief Financial Officer to amend the grant agreement accordingly.
  6. Authorize the Chief Financial Officer to execute a grant agreement    with the organizations listed above establishing terms for receipt of the funds described above and to make minor amendments to the agreements that are consistent with the general purpose of the grant but do not increase the grant. 
  7. Find that these grant awards have a public purpose.

FISCAL IMPACT:
The fiscal impacts of these recommendations are $727,000.  The funding source is FY 07-08 District Two Community Projects. This action will result in the addition of no new staff years and no future costs.

BACKGROUND:
The football field at Santana High School was in disrepair, but has recently been upgraded with artificial turf.  This upgrade will allow the field to be more widely used, as the old field was in such bad shape that many athletic events had to be cancelled last season.  Santana is the smallest high school within the Grossmont Union High School District, but has still been able to offer the most athletic opportunities for the students.  Today’s allocation of $350,000 from the District Two Community Project fund to the Grossmont Union High School District will be used to reimburse the District for some of the costs to install artificial turf on the football field at Santana High School that is bound to become a proud gem of the Santee community.

The Steele Canyon High School’s football field was in equally as bad shape, but has also recently been upgraded with artificial turf.  Today’s allocation of $350,000 from the District Two Community Project fund to the Grossmont Union High School District will be used to reimburse the District for some of the costs to install synthetic turf on the football field at Steele Canyon in Jamul.

The tennis courts at Helix Charter High School were in dire need of resurfacing.  The school, the community, as well as the East County Tennis Association (ECTA) all use the very popular tennis courts.  With such a high usage comes normal wear and tear of the 12 courts.  Today’s allocation of $27,000 from the District Two Community Project fund to Helix Charter High School will match the funds the school and the ECTA have been able to raise on their own and will pay for outstanding costs for this resurfacing project that was recently completed.  Helix Charter High School is a public non-profit entity.

Mountain Health and Community Services received an allocation of $34,120 from the District Two Community Project fund in June 2006, to purchase equipment for a well at the Mountain Empire Little League in Campo.  Fortunately, after the well installation was completed, the Little League had money left over that could be used to assist with other needed work at the field in Campo.  Today’s amendment to the purpose of the allocation will allow the Little League to install turf, prepare the soil for the turf installation and purchase equipment for the installation and a storage unit for the equipment.
