SUBJECT: Support for Lakeside Baseball Park
SUMMARY:
Overview
Today’s proposal provides needed funding for the construction phase of Lakeside Baseball Park off Highway 67 at Riverford Road and Mast Boulevard.
Recommendations:
VICE CHAIRWOMAN DIANNE JACOB:
- Find that the addendum to the Final Environmental Impact Report (EIR) for the Upper San Diego River Improvement Project (USDRIP) SCH Number, 98041146, on file in the Department of Public Works has been completed in compliance with California Environmental Quality Act (CEQA) and State and County CEQA Guidelines, that the decision-making body has reviewed and considered the information contained in the Environmental Impact Report and Addendum prior to approving the project, and that the Addendum reflects the independent judgment and analysis of the Board of Supervisors; and that there are no changes in the project or circumstance under which it is undertaken which involve significant environmental impacts which were not considered in the previously certified EIR, or a substantial increase in the severity of previously identified significant effects, and that no new information of substantial importance has become available since the EIR was prepared; therefore, no additional environmental review or findings are necessary for the approval of the appropriations related to the Lakeside Baseball Park.
- Transfer appropriations of $311,000 from District 2 Community Projects budget to Contributions to Capital Outlay Fund (Operating Transfer Out), to provide funds for irrigation, trees, and related improvements at the Lakeside Baseball Park.
- Establish appropriations of $311,000 in the Capital Outlay Fund for Capital Project 1005258 - Lakeside Baseball Park, based on an Operating Transfer from the General Fund. (4 VOTES)
Fiscal Impact
The fiscal impact of this recommendation is $311,000. The funding source is FY 07-08 District Two Community Projects. This action will result in the addition of no new staff years and no future costs.
BACKGROUND:
Construction of the County’s first state-of-the-art sport facility, Lakeside Baseball Park, has finally begun. These 4 baseball fields will be the new home to hundreds of little leaguers for their practices and games. In addition, the park will host tournaments and bring in visitors from outside Lakeside. This Park will without a doubt be a gem for the entire region. Today’s allocation of $311,000 from District Two Community Project Funds to the Department of Parks and Recreation, will provide irrigation to assist the teams with watering the mounds, an outfield sprinkler system, and irrigation in the parking lot to provide some needed shade and landscape beautification by planting trees.
