SUBJECT: Better Fields for East County Little Leagues

SUMMARY:
Overview
Several organizations in East County have demonstrated a need for improvements to their recreational facilities, and have shown that they are prepared to work together with other jurisdictions and community members to provide these opportunities. This action will provide funds to two organizations in East County to improve recreational facilities.

Recommendations:
VICE CHAIRWOMAN DIANNE JACOB:

  1. Find that the allocations to Knights Baseball League and the Lakeside American Little League are exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15301.
  2. Allocate $20,788 to Knights Baseball League for a new back stop at the Casa De Oro field in Spring Valley.
  3. Allocate $9,489.80 to Lakeside American Little League to assist with improvements to their field including purchasing fertilizer, bonsai dwarf seed, and renovations of the majors’ field, de-thatching, equipment rental, aeration, seed topper and labor.
  4. Authorize the Chief Financial Officer to execute a grant agreement with the organizations above establishing the terms for receipt of the funds and to make minor amendments to the agreements that are consistent with the general purpose of the grant but do not increase the grant.
  5. Find that these grant awards have a public purpose.

Fiscal Impact
The fiscal impacts of these recommendations are $30,277.80. The funding source is FY 07-08 District Two Community Projects. This action will result in the addition of no new staff years and no future costs.

BACKGROUND:
Knights Baseball League is a brand new Junior and Senior Division Little League for players between the ages of 13 through 16. Baseball season is about to start and their field in Casa De Oro does not currently have a back stop preventing the league from hosting games and starting their new season on the field. Today’s allocation of $20,788 from the District Two Community Project Fund will be used to purchase a backstop at the field.

Lakeside American Little League volunteers spend numerous hours working on improvements to their field ensuring their kids have the best facility to play and stay active. Today’s allocation of $9,489.80 to Lakeside American Little League will assist with the purchase of seeds, fertilizer, and some renovations to their majors’ field to keep their facility top notch.
